THE RESIGNATION

HE EESIGATION of Rawles-'Moore as prosecuting attorney
calls into sharp relief a serious condition in American govern
ment, not only locally, but throughout the country.
This problem ,has to lo with our treatment of public officials all
along the line. AVe elect men to office and proceed to expect the
highest service, with the lowest material remuneration..
This demand mi(;ht lie justified, ;if there were n public disposition
;o co-operate with and assist public officers so selected, or if, as in
some countries, honor were connected with the discharge of public
duties.
But the reverse is true. In nine cases out of ten, a public official
jnce in' office is left alone except when some complaints arc to be
registered., "SVhen he docs good work, there is silence, when he hap
pens to muke a mistake, as the best officials do, everyone raises a
howl. ' , ''' "
Unless we arc willing to have our positions of public trust and re
sponsibility filled cither by incompetents, who have nothing to lose;
or crooks who see a chance for private gain, there must be a com
plete change ia. public sentimenta "thorough-going revolution in
the attitude of the people, toward officials whom they have called
upon to serve. . 0
There is another point in the present local situation, which renders
tho position of prosecuting attorney unendurable to any person of
sensibility or self-respect.

We are not familiar with the exact provisions of this law, but if
the procedure in Jackson county lias been legal, then the law should

If a public' prosecutor is not doing his duty, then he should be
removed. If he is so crowded with work that he needs assistance,
then he should te given assistance. :
But. to appoint a special prosecutor over the protests of the regu
larly elected official, the official whom he is supposed to uss'ist,
in other words not only to divide responsibility, but to inject dis
sension .into the office of law enforcement itself, is so preposterous,
so unthinkable that one can't believe any person would seriously
propose it.
The prosecuting attorney who succeeds Mr. Moore should bo the

cently that I stumbled or. tho solution
of another lay term which had al
ways mystified me, and I experienced
a thrill like that,, of tho chap who
achieves the solution uf an acrostic.
The term was "weak ankles." Tho
difficulty was that I had fallen Into
the bad habit of thinking of tho ankle
as a joint, whereas, had I been moro
attentive, I should have known that
"ankles" include pretty much all of
the calves or legs up to the tibial
tuberosity or thereabouts and that
is what pave "ankles" such a vogue
in tho rocent past. "Weak ankles"
aro pronatcd feet, tho potential or
earlier or functional atago of fiat

A broken vein hi another lay term
which has no certain meaning. Some
times It signifies a dilated vein or
venule, which shows thru tho skin:
sometimes it means a raw spot or
ulcer such as tho common varicose
ulcer on tho leg of one with varicose
veins; sometimes it means an actual

hemorrhage.
The littlo dilated venules (they aro
little veins, not capillaries, which often
occur about tho cheeks or the wings
of tho nose, may bo obliterated by
electrolysis, but a physician or Bur
geon of skill should be consulted when
such treatment is required.

varicose vein, an accident much
feared by persons with this trouble, is
certainly a very fare one. Should it
occur, thero need bo no great bleed
ing. Klevating ' tho limb above tho
level of the body and direct moderate

gauze or tho finger will stop tho
bleeding; the pad may bo kep upon
tho spot by ajshmtlo bandage or a

water chiefly, with traces of urea,
uric acid, creatin, aromatic oxyactds,

tol, serin and albumin, tho not suf

tance. Sweat is 90. G percfcnt water,
about 0.3 per cent common salt, and
tho other 0.2, per cent alkali no sul
phates and 'phosphates ajid traces of
.fatty acids (which glvo tho character
istic odor) and the several substances
mentioned. So the only important
substance eliminated from the body
In the sweat is water. - In a fast round
of boxing or a few rounds a man may
excrete three' pounds of water.

sibility of tuberculosis, even tho It be
inherited? If it Is treated before the
germ really has developed and the
proper caro is taken is there any
chance of ever really having tubercu

Answer. You are just playing with
words; It is a dangerous pastime. To
say "weak lungs" is. merely to dodge
tho issue You havo tuberculosis of
the lungs, or you haven't. There is
no such thing asj''weak lungn" so far
as a physician's examination can
show. There are but three honest
opinions a physician can givo ttifsuch
a case, after proper examination of
tho patient. Ono is. "You have tuber
culosis in such and such stage. The
second is, "l'ou have no tuberculosis,
in the beat of my judgment." The
third is "I do not know whether your
trouble Is tuberculosis." "When a doc
tor calls such trouble "weak lungs."
or "a cold that hangs on" or "a slight
catarrhal condition," he is not giving
honest service. If you have tubercu
losis, the germ has developed, of
course; if you haven't tuberculosis
thero is no germ to worry nbout. - .
