Elmer Goss, 19 year old steeplejack, has had another fall. And, as usual, he escap ed Injury, also as usual, his fellow workman was badly Injured. This fall was fifty feet. Goss land ed on his feet and remarked, "this Is getting to be an old story." James Smeder, his companion, was hurried to the receiving hospital where it was said he had suffered many cutB and bruises and the fracture of several bones. Goss has been in six former falls, In four of which his companions were killed while In the fifth, his fellow workman suffered a fractured skull. "It's just luck," said Goss. . Mr. Hoover said today that since 1914 when immigration practically ceased, individual productivity of workers in the United States has markedly increased. "Social considerations Involved In the immigration problem far outweigh any economic conditions or arguments that might be made for allowing un checked Immigration," Secretary Hoover sald "About 99 per cent of the people in the Lnited States for sound and ' sufficient social reasons, favor immigration restrictions, but its effect on Industrial operations ought to be determined, and this is what has been aimed at."
