THE CEUX OF THE TAX PROBLEM.
THERE is a lesson in the apparent fate of the Consolidation I'ro
priiin. Affording to reliiilde information from Ssilem, Con
solidation is dead. Not because of any diabolical plot to kill a worthy
measure, but because the more the matter was investigated the more
apparent it became, that Consolidation would nfit materially improve
the tax situation.
Now there is a disposition to concentrate upon an income tax
measure, under the impression that an income tax will do what a
consolidation measure would fail to do.
Hut it wont. A state income'tax will not reduce taxes at best
it will rm-rely distribute 1 hem more equitably, place the maximum
burden upon those best able to bear it.
In other words, careful investigation of anv proposed plan to
materially reduce the tax burden
escapable conclusion. that any radical improvement can not' be
secured either by the Legislature or the Governor, but depends upon
the various local units. '
And here we come to the essence of the entire tax problem. By
economies here and there, by greater efficiency and prudence, by
gradual retrenchment, both state and local taxes can be reduced
omewhat, but there can he no radical reduction of the ogsregatc
tax burden, unless there is a radical change in the habits and tastes
of the people.
We all want good roads, for example, and most of us have them.
Good roads cost money. We all want good schools, and good school
buildings. Good schools and good school buildings cost money. AVe
all want good water systems, we all want well lighted streets and
well paved streets, 4iiec parks, attractive auto camps, etc. Well,
they till cost money.
No community wishes to go back to the mud, no community cares
to revert to primitive conditions. And until they do the tax burden
as a whole will endure, and no sensational change in the condition
of the average tax payer is possible.
The best that can be hoped for then is a slight reduction of the
tax burden and a more equitable distribution of taxes. Material im
provement must depend upon the growth of the slate, thru develop
ment of its natural resources thereby rendering the tax on the in
dividual less burdensome.
The problem in Oregon therefore is not so much how to cut taxes,
as how to bring people into this state to help pay them.

Medford, which has been without a
president of the city council who in
that capacity Is tlio official vice
mayor who takes over the mayor'
duties when ho is absent from the
city, will no lonser have to flutter
aIon without such an officer, for the
new city council last nisht unanim
ously elected O. O. Alenderfer to that
position.
The council with every member
present, Messrs. J. H. liutler. J. W.
Jacobs, R. V. Paul, E. II. Janney, A.
J. Crose and O. O. Alenderfer, as well
as Mayor Gaddis and City Attorney
Mears. transacted much business of a
general nature Including the passing
of the new motor-truck-for-hire ordi
nance, discussed plans to slick up the
city a bit for the summer season, and
decided to give the residents of the
Cottage street and East 39th street
neighborhood an electric light so that
they no longer will be afraid to go out
after dark.
Tho council is contemplating the re
modeling to the city hail building and
annex, no as to provide more office
room for the various departments.
Although plans have not yet been
drawn for the changes, at Mayor Gad
dis' suggestion an ordinance was
passed transferring from the
water department fund to the general
fund, so as to provide for this roughly
estimated expense. The former city
council and mayor had this idea in
mind but never got around to make
proxsed changes, which involve re
arrangement of the fire department
headquarters.
The petition of 30 property owners
for the city to establish a street elec
tric light at the corner of Cottage and
East 3!uh streets was read, which
called attention to the fact that It was
the darkest section in the city, as
there is no electric light within a rea
sonable distance on either street. The
petitioners closed their plea with "we
pray and hope that this request be
granted."
This was too much for. the tender
hearted councilmen who on perusing
the names signed to the petition saw
that many of their owners were not of
the praying kind, Including Tom Nor
ris. who was present in person in the
interests of the petition. Neither the
mayor nor councilmen want any
taxpayer praying lor light on the
street during their isrgime. hence they
instructed Street and Light Superin
tendent Davis to install the light
quickly lest the petitioners should be
gin a revival.
Superintendent Davis was also in
structed to provide more suitable
watering facilities for the library and
city parks, and to see that signs were
maintained for the benefit of tourists
at the end of main highways entering
tho city.
