Pierce Is the best in several years,
and Is well worth the reading, though
few wilt do It. ABlde from dreaming
of Portland as a seaport of a million
souls, and telling over again the sad,
sweet story of the white-faced steers
on his own broad acres, the new gover
nor keeps his feet upon the solid
ground of facts, and, If the legislature
Is half as sincere as His Excellency,
good will come to Oregon. Taxes aro
reduced, and commissions aro abol
ished, as in the campaign, but the
fountain pen lacks the glibness of the
larnyx In these cruBades. The Gover
nor Is aa honest, and as charming as
ever, and he ought to start off his
administration by finding a fat piece of
pie for the enthused follower in tho
Hose City who wrote a poem in his
honor In last Sunday's Journal.
I READ an ode by Scucoek-Kiigc it is the proper thing to read
him; his works just now are all the rage, and wild applause
the highbrows feed him.- I read that epic to and fro, from right
to left and down Ihe middle, I greatly strove its sense to know,
and still it was a beastly riddle. "The way this poet fumes and
runts, imputing souls to tigerlilies," I said in anger, to my aunts,
"must give nil thoughtful men the willies. One line in ten is
fine and grand, and might be written by a master j if t'other nine

SALEM, Ore., Jan. 8. Bidding af
foctionntc farewell to tho public ser
vice of tho Btato of Oregon with
which ho has been connected for 12
years. Hen V. Olcott, retiring gov
ernor, today addressed a message to
the state legislature in which he of
fered a few suggestions.
He stressed the importance of giv
ing attention to tho soldiers' loan act,
declaring that the law "should be re
vised or supplemented, whereby the
purposes of the legislation and the in
terests of both beneficiaries and the
state may bo fully protected by ade
quately safeguarding the stupendous
sums involved." , '
The legislature Is urged, 'by the
retiring governor to do nothing to de
crease the efficiency of tho stato In
stitutions, which ho said arc managed
on a business basis, nnd should con
tinue so, with necessary funds for the
administration.
Mr. Olcott suggested that plojieers
should be honored by designating the
great road they followed through the
stato as the Oregon Trail.
He advised legislation against the
Illegal use of narcotics should, he
nutdo more drastic nnd effective and
that third offenders should receive
penitentiary sentences. He also pro
posed that a constitutional amend
ment should be submitted to the
people providing that special sessions
of the legislature be confined to tho
subject matter contained In the
executive call.
The message In full follows:
"To the members of tho Oregon
legislature.
"For twelve years 1 have been con
nected with public Jifo in Oregon. I
now laydoVn those cares without
fjualms or regrets. To bo granted se
rious and grave responsibilities by
your fellow men Is a high honor, as
well as a sacred .trust. I would bo
remiss in my duties and churlish to
my conscience if I failed, in as warm
terms as I know, to express my deep
appreciation for those honors.
"As timo mellows tho -whips and
scorns of fortune, so will those honor
become .dearer ; tp. mo as the years
make them treasured memories. To
those who have given me their con
fidence to those I have endeavored
to serve to my utmost capacity, to
the people of. this magnificent state,
I can offer nothing but the expres
sions of a grateful heart for tho long
years during which 1 have had inti
mate association with their public af
fairs. "I sincerely trust that you will give
mort careful thought nnd attention
to tho Soldiers' Ijoan Act. The suc
cessful administration of the duties
imposed by this law has beon a mat
ter of great concern to the commis
sion delegnted to carry out Us pro
visions. Tho loan feature of the
soldiers law presented a new subject
in legislation and naturally in draft
ing the law, all features of impor
tance were not fully covered.
"A great vol u mew of work required
in Its administration has been per
formed and we think it has been well
done, and wo believe with as great
security to the state as possible in
view of the law's liberal provisions
and positive terms. Tho commission
Is indebted to tho American Legion
for its great and helpful co-operation.
"By all means the law-should be
revised andJ supplemented 'whereby
the purposes of the legislation and
tho interests of both beneficiaries nnd
tho state may be fully protected by
adequately safeguarding tho stupen
dous sums involved. Every benefic
iary of the act should, and we think
will, welcomo such action by tho
legislature.
"Tho right or wrong administration
of this law will reflect credit or dis
credit ultimately upon tho men for
tho benefit of whom it was enacted.
No discredit should be nlluwed to re
flect either upon a generous-hearted
state or mar the record these men
have nindo in enmp, at home, on the
battlefield abroad, or on or under the
high seas.
"I trust nothing will bo done to in
any manner decrease tho efficiency
of our state Institutions. Of all de
partments of state government, these
aro the most Important. They reflect
tho warm heart of our people, beat
ing for the unfortunate nnd the af
flicted. 1 leave my share of control
over these institutions with a feeling
of pride. They aro on a business
basis nnd so managed. They should
continue so. No legislative assembly
should permit them to suffer for
necessary funds. This is a legisla
tive charge of such grave import I
can not resist making this appeul.
"I shall offer but few more sug
gestions. "Tho memory of our pioneers
should be honored and would bo
honored fittingly, by designating the
great road they followed through bur
