It is fashionable to blame the
cluding the crime wave. lint this special committee declares the wai
is not to blame.- .Statistics are (pioted.to show there has been no Mini
Jar increase in crime in England, Canada, or France, "although tin
effects of the war naturally must be more marked in those countries.'
A number of causes are given
pense of litigation which handicaps
limited sale of firearms, etc, etc.,
single cause is a general public indifference toward law violations.
Few criminals are born. They are made, largely the product of
their education and environment. "When the public, as a whole, winks
at violations of the fundamental law, how can anyone expect the
young or misguided to grow up with any very strict sense of their ob
ligation to obey all laws.
There is no logic that can justify the violation of one law, and not
justify the violation of another. It is not for the individual to pick
and choose. As long as a law is on the statute books, it is the duty of
all right minded citizens to obey it. If they believe the law wrong,
it is their privelegc to work for its repeal, if they believe the law right
it is their duty to support its enforcement.
When public opinion in this country has risen to this plane of
citizenship, there will be a marked decrease in lawlessness, and there
will be no material improvement until universal respect for all laws,
becomes a common habit.
