: A LIVELY FIGHT
Bon Rowers got tho tlirlll of his
young HTo recently, when lie had a
lively encounter with an angry mother
hear and her three cubs, neur tho lieud
of Nell creek, ns a remilt of which n
big hruin, currying four Hhots In ItH
carcass, went tearing Into the hruHh,
leaving her three well-developed cubs
treed by Dowers' promising Airdalo
imp.
Rowers and Jess Smith run their
cattle on the range at tho head of the
creek, and yesterday afternoon, Hon
was returning to the camp, when ho
sighted a hlg bear coming leisurely
toward him, and in her wuke, three
pretty well-developed cubs. Hen had
on Airdale pup along with him, which
he !b training for a "varmint" dog. Ho
thought It an excellent opportunity to
give the dog some practical training,
nnd stepping behind a tree out of sight
of tho bear he sot tho dog on Hruin.
He had figured on the bear turning
tnll and running. But not that bear.
She started to put up a fight, and whon
Bowers came from concoalmont, the
bear rushed him, giving vent to the
strangest gutturals Ben had ever
heard, ami he Is some hunter. He
!s a true sportsman nnd had" Intended
to let the bear get away, it being out
of Beason. But the bear apparently not
so minded, came toward him, nnd got
to pretty close quarters, when Men' lot
drive four shots In quick succession
from his 30-30 automatic, all of them
taking effect. Tho hear turnod after
the last shot and took to tho brush.
Meanwhile the Airdale was having
tho time of his young lire. Tho cubs
were pretty husky and probably would
have been too much for the young dog.
It was a difficult matter to distinguish
between them as they rolled on the
ground, but Ben manuged to got the
dog out of the moloe, and then . tho
cubs took to a tree. , llowors had to
give up tho attempt to capture thoni
as he was without a rope, so ho wont
on to the camp, about a halt mile fur
ther on.. lie expected to go out today
and try to locate the carcass of the
wounded bear, which ho figures Is cer
tain to be dead by this time. Ashland

THE LESSON OF
BEFORE the recent recall election is entirely forgotten its lesson
kIioiiM he einpliasieil.
The Mail-Tribune: opposed the ajiitiitiini for a recall on the jieiicrnl
principle that recalls never pay, tjiat only extreme emergencies justify
them, that whoever mif-'ht win the recall, the people were hound to
lose.
The result has absolutely sustained that contention. "What have
the people of Jackson county rained by the recall? The privelt'fre of
increasing county taxes by four or five thousand dollars, and a week
oi noise and fury which paralyzed local business, sowed another
) crop of dissension and strife, and
condition that existed when the recall agitation started.
A great many people are wise after the event. "What Oregon needs
are more people wise before the event.
In May there was a state-wide recall against two members of the
Public Service commission, Williams aiid ltuclitel. The Mail-Tribune
also opposed that recall, and it failed to carry in Jackson county, but
carried by n big majority in the state. The people who voted for the
recall were led to believe that by removing Huchtel and Williams,
they would get a reduction in telephone rates.
According to the Portland Oregonian, the new commissioners
fcbpw no more disposition to reduce telephone schedules than their
predecessors. Such a reduction, it appears, would necessitate reduc
tions in wages of telephone employees and organized labor is said to
be solidly against such action.
Hero ngain a recall has done no good and may do material harm.
For the action of the former commissioners represented a conscien
tious effort to do justice to big business as well as to the people, and
the recall not only weakens the prestige of the public service commis
sion materially, and impairs its future usefulness, but promises to
change- the situation proceeding the recall in no essential particular.
For tho removal of public officials, guilty of actual wrong doing
the recall is a necessary emergency weapon. As a medium of political
agitation, employed whenever public officials do something an ac
tive minority docs not like, it represents a political danger which if
not corrected, threatens tho enliro system of popnyir democratic con
trol in this state.

ARCTIC
TIIKUE'S always some far famed explorer preparing for an
arctic trip, where climate is a ring-tailer roarer, and forty
kinds of blizzards zip. Oh, dauntless are these men who leave us,
and I applaud them as they go, although I have conviction griev
ous that all they'll ever find is snow. I hand a wreath to every
hero who hooks his dachshunds to a sled and travels to the land
of zero, tii make a map in green nnd red. I think of tired explorers
reeling exhausted on their iry way, nnd I can't help the foolish
feeling that they'd do better baling hay. The north is full of
frozen corpses which serve no purpose good or wise while hay will
feed our helpful horses, nnd stuff the tick on which man lies. I
think if scientists impassioned would leave the wild wastes unex
plored, and haul elm wooa, in stove 'lengths fashioned, they'd do
more for their bed nnd board. We need strong men to harvest
squashes, and it is sad to see them go to where nn ice cold ocean
washes a coastlino heaped with useless snow. We need good
men to fix our lizzies, for which we'd pay a seemly price; and
yet the daft explorer busies himself with dreams of endless ice.-
