a campaign to secure the enactment
of a law which will protect It from
suits for damages by employers In
stead of denouncing the laws, the
Brotherhood of Locomotive Engi
neers stated in a bulletin issued to
day. The Coronado decision holding
that labor unions are sucable for
damages is it challenge to the work
ers to seek legislative protection for
their unions similar to that given la
bor organizations In Great Britain,
the bulletin contends.
"The Coronado decision opens a
wide gateway for all sorts of unwar
ranted attacks upon labor organiza
tions," states the bulletin. "It Invites
unscrupulous employers, engaged in
a lockout or strike, to provoke dam
age to their property as the plain
tiffs In this case did, and then tie up
the funds of the labor unions by a
suit for damages ngainst the union.
"Chief Justice Taft cites numerous
congressional enactments expressly
exempting labor Unions from excise
taxes, in order to draw the deduction
that such recognition of he legality
of unions also-lmpHen'that'thoy"miiy
bo sued and tholr funds attached in
claims arising from ants committed
by their members. Yet this com
parison fails entirely when applied
to common; law partnerships and
other such organizations which are
admittedly legal, but which are not
sueable for the wrongful acts of their

lic service commissioners elected re
cently jwhen former members were
recalled, indicated they planned to
act today on a resolution which Ker
rigan had prepared to restore the
rates of the Pacific Telephone and
Telegraph company which were in
effect before they were raised by the
former commission. Former Chair
man Fred Williams and Fred Buch
tel, commissioner, were recalled as
a result of agitation over the in
creased telephone rates.
Kerrigan's resolution provided that
the commission withdraw an answer
filed by the former commission to a
suit pending in the Multnomah cir
cuit court seeking to have the order
of the former commission increasing
the telephone rates, set aside. The
new commissioners said that If tho
former commission's order is invali
dated it will restore the former rates
and patrons can recover tho differ
ence paid the telephone ' company.
