Would it do nothing, merely stand aside in its beautiful isolation
aud say, "Go to it gentlemen!"
Hardly. With its interests in the Far Kast and with itd devo
tion to world. peace, the United States would necessarily do just what
this treaty provides. it would call a meeting in an effort to adjust
the difficulties and preveut armed conflict.
In other words the Pacific Treaty merely puts in writing what is
generally understood, and in ease of serious trouble, would be almost
certain to occur.' The specific action of no nation is bound by Article
Two. The term jointly or separately, moreover, provides by implica
tion for the withdrawal of any nation, from any action which it does
not approve. .
. "
'But this is the" negative aspect of the ease. The positive is here.
For years Japan's secret intention to attack the Philippines h;s been
it Jbogey iu the American jingo miud. Similarly an attack mi Aus
tralia has been a source of alarm in the British consciousness.
This treaty binds Japan to respect the independence' and integrity
of both islands, it confirms no Japanese rights in China or on the
Asian mainland, it applies only to insular possessions. A powerful
source of fear and misunderstanding is consequently removed, and
the I'uited States and F.ngland gain materially thereby. ,
But those who thiuk America can be a hermit nation will continue
their. battle because any agreement with any foreign nation, for .any
purpose, destroys the foundation of their ridiculous creed.
So a battle against the Paeifie treaty is certain to occur. That the
battle will be won by the administraion and lost by the irreeoneilibles
is just as certain, unless common sense and reason have abandoned
the halls of congress entirely.
