personal will.
Penrose was essentially a modern boss. That is to say, he was
not "in polities for personal profit. He was not a prafter. lie had
a definite code of political principles, nnd these priueiples may be
yronped under the general head of big business.
Penrose honestly believed in hig business. lie wns convinced tlmt
legislation which protected big business, which extended its influence
nnd increased its profits, was not only best for the Pennsylvania rail
road and United States Steel, but best for the workers and best for
the people.
However one mijjht disnprce with the Penrose code, no one could
question its essential honesty. There Was nothing of the demagogue
about Pennsylvania's Hig Hosa. lie was neither a mixer nor n baby
kisser, and didn't pretend t be. lie seld.mi took the stump, ho never
courted newspaper publicity. And yet when the people of Penn
sylvania had the derision in their owuhands, they refused to 're
move their senior senator, and by a large majority, continued him
iu power. .
The reason for this was undoubtedly the belief among the people
of Pennsylvania at large that Penrose was, in spite of his faults, too
great an asset to the state to lose, lie had the ability, he hud the
braius, he knew more about the intricacies of the tariff nnd finance
than any other man in the upper house, and above all he had pover.
Before these practical considerations, the reformers" cry had little
rvail. The people of this great industrial state preferred to suffer
the ills they had, rather than to fly to those they knew not of.
I The passing of Penrose will be of little loss to the nation, but of
great loss to hia state. It might be an extravagance to say he loved
Pennsylvania, but he was a most loyal and dutiful son. The ideals he
represented are passing, the era he dominated has gone, but the ser
vices he rendered to the commonwealth that honored him, will long
be remembered by Pennsylvanias' grateful sons.
