Hathor an interesting study in her
edity and American influences is the
career of John I'hilip Sousa, liandmas-
i ter, who aaiu is visitim; Portland.
His father, Antonio, was horn and
educated in Spain, though of In tn
tieso family, and was a musician from
boyhood. Sousa himself is an Amer
ican, born at the national capital, and
like Ids tsire has followed the lure of
tunc since ever Ire was a child,. It is
apparent then that a congenital devo
tion t ) mimic the famous bandmaster
has a;Ided a master touch typical of
his native country, expressive not only
of patriotism but of that piyety and
lij;ht-hearted pridt; which characterize
his homo audiences.
Sousa was reared in an atmosphere
of vigorous blind music. His father, a
runaway at twelve, had served in Brit
ish naval bands over the world and
had, If tradition speaks truth, followed
our own flai? in the Mexican war,
doubtless as a musician. -Music to him
first of all meant military airs, and his
career in this country be.nan when he
joined the Brooklyn navy yard band in
I.NIiO. Later be entered the 1'nitoil
States Marine hand as trombonist and,
naturally enough, it was to that organ
ization the son turned in his fit'teeiUh
year. In timr he "ft as to lead it, and to
become the foremost bandmaster of
the nation, resteninK only to organize
his own band and express himself
through such a unit. All folk who
have faith in themselves will be com
forted by the fact that John Philip
Sousa, in those earlier days, composed
and sold two of his marches, the
"Washington Post" and the "High
School Cadet" for the thrilling sum of
f3fi.
Tho tremendous success of Sousa
as a musician is not far to seel:. More
than any other composer. aul wholly

without pandering m cueapness, he
expresses the popular tastes. Critics
who willingly admit his superiority
ns a band leader sometimes cavil at
ids marches as not sufficiently clas
sical, not entirely in harmony with
the elder precepts. The public re
serves to itself tho rigiit of approval
or disapproval and the verdict of the
public lias been known these many
years. His marches throw back the
head, and straighten tho shoulders,
and shout happily in one's ears, and
quicken strange but pleasurable emo
tions of buoyant gallantry. It would
seem that thfs Is the chief function of
a march, and that Sousa sends his
shafts of tune straight to the target
not once but many times. He has vis
ualised the American spirit in band
mush;. Portland Oregon ian.

PAUIS, IKC 17. (My the Asso
ciated Press; The council of ambas
sadors has granted permission to the
Cnlted States to contract for the ion
struetion at FriedrteliHbafen, tier
many, of u Zeppelin of the L.-7 type.
This decision marks the end of dip
lomatic negotiations, which have pro
ceeded, between the allied powers and
the United States since July last.
Tho application for the construc
tion of n Zeppelin srew out of the
destruction in 'ermany of fivo Ids
dirigibles, one of which had been al
lotted to the United States during the
peace conference. The United States
based its application on the grounds
that it was entitled to another air
ship under Germany's reparations
agreement. Tho council of ambassa
dors referred the matter to tho prin
cipal allied powers and several notes
are said to have been exchanged.
It is said that construction of the
new Zeppelin may bo started in Janr
