cilities In the penal',institutibns and
asylums of 'Washington were taken at
a conference of the heads of the state
Institutions here today, and yester
day with Director It. E. Skaggs of the
department of business rontrol. It
was agreed that an immediate survey
would be mado by the superintend
ents in response to suggestions made
by John W. Pace, assistant director
of the department who has. mado an
extensive investigation of eastern in
stitutions,, . . .
. . The department hopes not only to
train Inmates for industrial work but
to manufacture commodities for the
markets, thus putting the institu
tions on a paying baais, it was said.
According to .Mr. Paco to 'ay, the
penal institutions probably will be
crowded this winter due, to the busi

that the present equipment will care
