MBASSADOR IIARYEV is running true to form. "When he was

merely the culmination of a long series of rebuffs which his unfor

Britain, and took occasion to reprimand Lord Derby for making such
a suggestion.
Whether Ambassador Harvey was right or wrong, makes little dif
ference. As a matter of fact he was probably right. But it is not
the American ambassador's province to outline. American policv. It
is not for him to say what America will or will not do in the future,
lie is merely President Harding's representative, and should .scrupu
lously confine himself to pronouncements which are authorized at
Washington.
That such a declaration of policy was not authorized is certain,
just as it is certain that the pronouncement concerning America's
reason for entering the war, was not authorized.
More than that. In both instances the implications involved threat
en to seriously embarrass the administration he represents. .-
The effect of his first .statement will be to .strengthen the impres
sion abroad that I'ncle Sam puts money above evervthiii!. llml hi
professed idealism is bunk, that only fear of his skin, impelled him
lo enter the war and would impel him to enter another.
The effect of the second statement will be to encourage nnti-Brit-
ish propogiiuda in this country, stimulate the pestiferous Sinn Keiners,.
complicate a situation which is already delicate, anil rentier difficult
an understanding between England and America, which is absolutely
essential to world pence and the betterment of world conditions.
America and Great Britain will probablv never enter into a for
mal alliance, but the English speaking peoples, with kindred ideals
and similar traditions, must go forward hand in hand if what we call
civilization is to be preserved. And yet we have America's foremost
representative abroad adding fuel lo the flames 'of Anglo-American
suspicion and distrust.
