FARTHEST WEST.
IT SEEMS strange to Easterners that so much importance should
be attached to the Pacific Ocean in the coming arms' conference.
Present difficulties in that direction are admitted to exist, but the ma
jority of Easterners do not seem as yet to have taken them very se
riously. ; The Japanese problem is acute they say only on the Pacific
coast. Asiatic affairs in general make little appeal in this country.
The majority of Europeans are still less concerned. They are oc
cupied with their own problems and tjiose of their immediate
neighbors. x ' ' ' ' '
The farthest-sighted statesmen, however, bothiin "Washington and
in Europe, recognize the inevitable trend, and forsee trouble iu the
Pacific if measures arc not taken iu time to avoid it. Left to develop
without intelligent control, the Pncii'ie may well become the center of
p. world 'embroilment. Asiatic disturbances and provocations might
drag America into war, and thence the rest of the world.
It is a danger caused by the inevitable tendency of events. "West
ward the course of empire takes its way." It has now covered this
vast continent, and is still following the sun. -'Farthest west" is
already beyond oiir Pacific coast. '.;
Sooner or later, what we know as the Far East will have become
the. West . Is that to become a "West or white people, or for yellow
people? Or for both? Are both races to mix, or to strive for mastery
all around the edges of the great bowl of the Pacific? ,' "
The time to think about that' is. now', when it may still be possible
to mop out a plan of development acceptable to America, Asia and
Europe. "
