Achievement was due to the fact that he fought railroads ami beet
barons on the ground that they werenot only a menace t the public
welfare, iliut were a menace to the country's permanent material pros
perity. ' i
An aetiye figure in the fight in the senate in 1919 and 1920 against
ratification of the' peace treaty of Versailles, even when the treaty i
was being drawn up, the I'eniisylvania senator delivered speeches in j
I lie senate and out of it in which he demanded that the League of
Xa-t ion's covenant should be separated from the other part of the
treaty. lie introduced a resolution to that effect, which was adopted
by the senate and also presented a resolution against! the appointment
of American representatives on the Reparations' Commission. He also
drafted one of the various resolutions submitted to the senate for
i'dopting the treaty with reservations'.
Subsequently Senator Knox was the author of a resolution adopt
ed bv the senate in Alay, J9-0. declaring peace witn Uerinany. i ins
nlso was vetoed by President Wilson.
Senator Knox first came into national prominence when iy 1001
President McKinley appointed him as Attorney (ieneral,. lie retained
that office under President Roosevelt until 1904 when he resigned to
accept, an appointment as United Stales Senator from Pennsylvania to
suciv'cd (he late Senator Quay.. :
As Attorney -(ieneral he established a record for prosecutions of
trusts mid combinations and in actions against railroads to. prevent
rebates ami discrimination in rates. '
His own views on these powerful combinations were expressed in
an address al that time in which he declared that over eapilalizatipn
was the most conspicuously evil feature of the trusts, but that oilier
factors which contributed to their ill-effect upon the public were lack
of publicity of operation, discrimination in prices designed to elimi
nate competition, a tendency to monopolize trade in their lines and
failure to appreciate thai they owed any service. to the public.
"My purpose," he declared, "is to show thai, we are im) hopejcssly
helpless to deal with serious problems which confront us."
Mr. Knox has been credited by sonic with having "actually car
ried through" the purchase of the Panama Canal for $10,000,000 which
was an achievement, of the Koosovell, administration; As AUorfiey
Ccneral, Mr. Knox went to Paris and ascertained that the new Pana
ma. Canal company held a clear title to convey the canal. This enabled
the United States to proceed with the purchase. '
Mr. Knox was appointed United States Senator in 190-1. As sec
retary oxalate in President Taft's cabinet he inaugurated an active
policy of aiding the extension of American trade with foreign coun
tries, which was characterized as "dollar diplomacy," a designation
intended in derision, but of which Secretary Knox afterward dclared
he was proud. ' ' '''"..'
Mr. Knox was born at Brownsville, Pa., on May G, 1853 and was
named after a noted Episcopal bishop, Philander Chase. lie was
graduated from Mt. Union College, Alliance, O., in 1872, admitted to
the bar in 187i),' appointed by President (Irant' Assistant United States.
Attorney for'the .western district of Pennsylvania, but resigned in
1877 and formed a law partnership with James II. Reed, under the
name of Knox and Reed, in which he is said to have, enjoyed a very
lucrative practice.- Many stories are told to' illustrate his skill as a
lawyer which he afterward placed at the service' of the United States
in his capacity as Attorney General.
