Fire which almosti destroyed the oil
town 'of Kllnsville, ' in Young county,
this morning, was virtually extin
guished at 11, a. in., according to' a
telephone message" from South liend.
Only four, or five buildings remain In
' the 'business 'section of the. town the

WASHINGTON, Oct. 13. Uncon
firmed reports were in circulation in
senate quarters today that appeals
had come to democratic senators from
party leaders out of public life to
stand by the treatyrof Versailles and
vole against ratification of the new
administration peace treaty with lier
many. Republican leaders said they had
the reports but democratic . senators
denied there was any new develop
ment In the situation. The report
credited William (1. McAdoo. former
secretary of the treasury and Ilernard
M. Raruch, with having consulted
democratic senators in the interests
of the Versailles treaty. Republican
leaders said they wore not disturbed
over the situation 'and claimed
fourteen democratic votes for ratifi
cation. The new trfaty was characterized
as "useless aa well as vicious" by Sen
ator Walsh, democrat, Montana, In
addressing the senate yesterday.
"Every controversy between the
two countries pending will remain rifo
and a number of others will spring
into being." Senator Walsh declared,
adding that ho had wished to support
the new treaty if possible to end the
technical state of, war.
The treaty, the Montana senator
continued,, doesnot comport with the
honor of this country is contrary to
Its sontfmeiits and perillous to the
peace of the world. Senator Walsh
said the new treaty would leave
undetermined the' "major matter of
dispute between 'the two countries,
namely the disposition of the enemy
property seized by our government
during' the war."

The conferences conclusions, after
a survey of the nation's I.umihs und
employment problems "were expected
o form a euide for the administra
tion's future policy. As several of, the
conference's resolutions surest con
gressional action, it was thought
these might b called to the attention
of congress by the president.
Recommendation that Secretary
Hoover select, a representative com
mittee from the various elements in
terested in construction to co-ordinate
community action for improve
ment in the building industry Mas
made in the report of the committee
on construction industries.
The report declared the construc
tion problem was one for local action
by governors and mayors in co-opera-tion
with such a comihittee.
Discussing the financing of tron
m ruction the report held that long
term, bank deposits and the savings
accounts should be used primarily for
long term loan purposes and should
not be intermingled with speculative
and commercial business.
The report added that excessive fi
nancing charges for building have not
been exceptional.

there had been substantial reductions

"The cost of living, rentals and
working' conditions differ in various
communities. Where fair wage re
ductions have not been made con

The report added that the employer
should not, howover, permit the wage
