this morning's session of the-assembly
of the league, their fight against the
too rigid application of blockade regu
lations, which are prescribed as one of
the weapons toAe used by the league
.igainst.a state "which has violated the
covenant of the .organization.
ureece has been especially active In
her effort to bring about un amend
ment of article 16 of t;.e covenant of
the league, so that no state can initiate
a blockade on its own account without
previous notification from the council
of the league that the blockade of a
covenant breaker is in order.
A Greek amendment to article 16,
which would provide that individual
states would not exercise the right ot
blockade until a date Jmd been fixed
by the council was lost.
Several amendments proposed by
the committee were adopted without
modification. The principal changes
made were in the provision for an ad
journment of a blockade by particular
states, which 'in the judgment of the
council, run too great a risk from a
neighbor which has violated the co
venant.. An additional clause stipulat
ed the council would give an opinion
wliere a breach, of the covenant had
taken place. . '. V
The constitutional committee upon
advice from the council, has ilecidod
to drop the question of increasing the'
members of the council, The perma
nent mandates "commission convened
this morning pr the first time., .This
commission, churfretl with the task or
examining reports from mandatory
nations on the administration of for
mer German colonies and former Turk
ish territories has been promised early
reiwrts by France and Great Hritain,
although the mandates of'the "A" and
''B" classes have not as yet been ap
proved: , ;

WASHINGTON, Oct. 6. Losses In
earnings of workers throughout the
country during '.the past fiscal, year,
due to involuntary idleness were put
at more than $l,500,000,000, in an esti
mate prepared today by economic ex
perts of the national conference on un
employment. ' "' ' . . -
This estimate. 'it was explained, cov
ered the loss In wage? because of the
unemployment of the -jobless- in ;. the
country from July,1- 1920'to' August IB,'
1921, and was based on approximation
of normal pay Revels rather than on
the scales at . the' pe.ak ol high '.wages.
Efforts of the conference, It was said,
would be turned toward a remedy for
the economic loss to the country troni
such reductions of, the earning power
of Its workers in the future by a more
stabilized. Industrial plan.
President Harding, m a statement

country, to organize in their communi

hensive advert:srijg campaign dotiing
with the fundamentals of hanking auu
emphasizing the mutual dependence
of the hanks and labor and industry, to
be curried on in 1922, was advocated
for the American Bankers association
in a report submitted to Its convention
here yesterday by Francis H. Sisson,
chairman of the public relations com
mittee. "We believe it Is Indeed time for the
American Hankers association to in
augurate such a campaign," he said.
"We speak with the utmost conviction
in urging your support and co-opera-lion
for it, as well as for the regular
publicity campaign for next year. It is
far from altruistic,, to urge this. Rath
er, it is the part of selfishness Intelli
gent selfishness. .In the last analysis
a .true -proclaiming of the banks and
their practices is most desirable from
every point of view," -
Measures to cope with a crime wave
throughout the United States, predict
ed for the coming, winter by "the pro
