to put everything iu the contractor's hands?
Tliat is the situation today. And until un engineer is appointed to
take Mir. Uea's place, it will continue to be the situation.
, ' The time has come when the people who must pay the bills, the
people who will dig in their jeans if the cost of water is increased,
the people who will suffer if the Fish Lake dam should go out, took
a little interest in the situation. !
If the property owners in the district are satisfied to leave every
thing' in the hands of Welch and Thompson, to have no engineer to
protect their interests, well and good. It's their problem, they have
the right to do as they please.
But they should understand just wliht that means. It means doiuf
something that no successful irrigation district has ever done. It
neaus taking a risk that no good business has ever taken.

wrong, and protect the interests of the 'member's of the' district, every
