UPHOLDING LAWLESSNESS.
KANSAS miiHTs arc tut i.-c I by ilic A..F, j. for their titnm!
against tin KansiiN inilustihil court law. Mornl mid finaw-itil
.'iid is. voted i'or "so ewiriijieoiisly opposing this law in the face of in
junctions and prison terms, and preventing the law from talcing cf
l'eet. thereby fitflilinj; the battles of organized labor."
AVhiit sort of biiltle? The industrial court law was duly passed by
representatives of the people of Kansas, and approved by a majority
vote of llie people. Such a stand by the American Federation of La
bor, merely menus an official sanclion of lawlessness, ft means fight
ing the baltles not of organized labor, but of unorganized revolution.
It is astonishing that the passion of class feeling should so overrule
the intelligent and conservative .judgment of labor lenders that they
can one day, uncompromisingly condemn the philosophy of the lml
.'hevik, and the next day, officially sanction such a typically bolshe
vik policy us this.
The law is the law. If it is right for the miners of Kansas to break
a law they don't like, then it is right for a J'.ill Haywood, or an Emma
(ioldniaii to break a law they don't like. Jt is not for the individual,
nor for any class to decide; but for the people, and in this case the
people of Kansas did decide.
If the law is unconstitutional the courts provide n remedy. If the
law is unjust, the ballot hox provides a remedy, l'.nl until the law
is repealed, it is as much the duty of organized labor to see that it is
enforced, as of any other element of society.
It is such hiisly, ill-considered net ions as this that injures the
cause of organized labor. Kvery time labor places its selfish advan
tage above the rights of the people, it ioscs that support of fair
minded people, which is labor's greatest strength.

A DECADE.
TUN years ngo the world was fat, and basking amply in ils
grease; we laughed until we sprained a slat when seers fore
told the end of peace. And Wilhelm changed his uniforms, was
photographed twelve times a day, anil courliers, in idh swarms,
admired the war lord on his way. The weary poet scratched his
head to think up topics for his rhymes, and then the foolish books
we read bad faked-up wars in Xenda (dimes. The voters bought
(heir hand-me-downs, and knew the dyes would never fade, and
women wore their ample gowns, and kept their ankles in the
shade. Tho railway barons -walked in slate, like princes of the,
royal blood; and now the row they raise is great and they confess
their name is Mudd. Ten years ago I hired .Jim Jones, and paid
him thirty cents an hour; and now each day he draws six bones,
and such a stipend makes him sour. And Russia's czar, ten years
ago, still wore his crown upon his brow; somewhere beneath the
northern snow his batlred bones are lying now. The world is
not 1 lie same old place, ils teeth are loose, it's lost its hair, it
has been shaken to its base, and nothing's right, side up with
care. And I bewail the dear dead days, that shall return no more,
alas, when we nil went, our routine ways, and ;'.( the old iiociik
toined grass.

REDUCINGfllSCOUNT
LONDON'; Juno 23. The Banlv of
Ensland' sprang a surprise upon the
money market today by reducing Its
rate of discount o'w-hnlf of one pet'
cent to six - per cent Just os the banks
were niakine up their half yearly ac
counts. Tbiii will mean u Kieut deal
of extra work In olleihiK the rutes of
Interest and it won expected that dur
ing the day .the deposit rates will be
lowered.
It had been thought that the Dank
of England would abstain from any
reduction In the rate pending the set
tlement of the labor troubles, und It is
believed tho chief reason for the de
cision to lower the rule was tho neces
sity thut the treasury be able to bor
row money more cheaply.
Tho recent reduction of tho federal
reserve bank rate in the United States
and eheaper money conditions In
America were also guiding Influences
to tho lower minimum rate.
Tho effect of the reduction was im
mediately seen in the stock market,
where fair sized orders were placed
In tho gilt edged section for war loans,
Indian stocks, Argentlno fours ulso
bonds. The market also hardened In
other sections.
