now the fees from registration entry,
fines for traffic violations and other
receipts from motorists are turned
Into the treasury and cannot bo with
drawn except by specific appropria
tion by congress.
Each year the parks have to fight
for money for the necessary mainten
ance and operation and get little or
none for rond development.

ed, but I think they have tried honest

The governor general has instituted a
system by which seven secretaries go
about the country openly conferring
with leading Koreans as to desirable
measures mid reforms. This Is regard
ed an an Important concession to the
prlnciplo of populur sovereignty and
one Hint ought to keep the people still
nnd happy; honestly so regarded, for
tho thing Is meant In perfect good
faith.
