THE SPECIAL ELECTION.
NO doubt it will surprise everyone to learn there is a special
election June 7tl). There lius been public apathy at previous
elections, but it has never been so universal and intense, as is the case
thisyenr. ,
Perhaps the people will wake up before Tuesday. We hope so.
For every measure lo be voted on is important, and the verdict at the
polls should represent the will of the majority.
The first measure reads as follows:

This measure is similar to one which nearly passed at the lust elec
tion, and should lie passed on Tuesday. Briefly it is designed to in
crease efficiency at Salem by rcstrictine; the tune in which bills can be
introduced, and it also raises the legislators' pay to a maximum of
Iter day. about equal to that of skilled labor. Both provisions arc
desirable. L'ntil the prcvailinj; eonnestion durinj; the close of every
legislative session, is eliminated, half baked and undesirable legisla
tion, will follow as a matter of course. The present pay of legislators,
renders it practically impossible for a poor man to run for the legisla
ture. Five dollars a day and mileage would no more than cover neces
sary expenses.

men 's bonus ami loan measure. Wherever this legislation has been of
fered, the people have jrivi'ii thijir endorsement by an overwhelming
majority. The people, of Oregon can "do' no. less. Not only is some

unrest cause serious complications;" Taxes are burdensome, the ljinlisuj'e

vote accordingly the measure will carry by a tremendous majority.

Here is a measure theoretically sound, but practically useless. If
passed it would tlo no good, and might do much harm. .Moreover, the
bill is faulty in many particulars. It should be defeated.

The final measure has been weakened by compelling ope-half of
the, trial jury to be composed of women in actions involving minors,
but the other provisions are sufficiently meritorious to warrant an af
firmative vote. There is no valid reason why women should be, ex
cluded from taking their part jn law enforcement, the ease with which
