the territory, according to statements
made to the Associated Press by Oov-
crnor C. J. McCarthy and by Albeit

To meet the situation Governor Mc
Carthy has risked the legislature to
memorialize congress, requesting the
lifting of immigration bars so that la
bor, including Orientals, may he Im
ported, with the proviso that such Im
portation shall be only for limited per
