MAY HAVE NEW POLICY
(Continued fiorn Page One)
America. The basis of this under
standing would be friendly co-operation.
Attainment of this program may in
volve a change in the Japanese minis
try. .Major General Giiuchl Tanaka. min
ister of war, already has placed his
resignation In the hands of Premier'
tiara.
It is apparent the political situation
111 Japan is complicated by differences
over purely internal questions, includ
ing the one relative to the betrothal
of the crown prince which seems not
to have been settled in some impor
tant aspects. However, relations with
America, Japanese high officials open
ly declare, "must be improved."
Japan Embarrassed
Leading newspapers In their com
ment on the Hughes note, declare it is
liable to place Japan in an embarrass
ing position as the allies may find dif
ficulty in supporting Jnpan's claims in
the lace of insistence upon American
demands from Washington.
The Yomi-Uri Shlmbuii expresses
the opinion that the question of man
dates is "certain to cause an increase
of excitement, both In Japan, and in
America, until It becomes a matter of
more intense interest than eilhor the
California or Shantung problems.
"It may," the newspaper continues,
"force America and Japan to ' take
blind action."
