The report of the Committee of One Hundred is n scathing indict
ment of liritish policy in Ireland. There is nothini; new in the re
port, however. Tin; liritish labor party report was equally condemna
tory. There is no doubt that the British jiovernment, in its post-war
treatment of Ireland, has completely departed from its traditional and
successful policy of toleration, liberality and beneficence, toward
liritish dependencies.
lint the Mealiness of the Committee of One Hundred's report lies
first in its rx-partc character, frankly admitted; and second in its
failure to even attempt elucidation. No investigation can mate
rially help matteis liii-li considers evidence only from one side; no
investigation can stimulate any sort of rcapproachinent, which merely
recites wrongs without attempting to understand them.
The report of this committee, is therefore, both incomplete and
inconclusive. To he of any practical service, it should be supplc-
'"ted by the speeches of IJoyil Ccoi-yc, and the official statements
of the liritish government.
The hey to the short sighted and destructive policy toward Ire
land lies in a war shattered national nervous system, (jreat Britain,
as well as every other nation, which went through the most frightful
war 'of history, is suffering from shell shock. It can't see things ipiite
normally, it can't in one year or five years, completely, throw off the
fear complex.
And the post-war program in Ireland, has been and is today based
upon fear. When Ireland talks of independence. Kngland does not
see the picture of a fri Ily island, peacefully attending to its own
nllairs; it sees an island, harboring
guns, throwing high explosives iiej
Whether this view is warranted
to solve the Irish problem can succeed which doc
psychology and accept it at least
hope of peace in Ireland, we repeal, will come when this post war
passion starts to ebb and a normaj psychology gains momentum.
So the most promising feature of an ultimate solution, does not lie
in partisan reports on cither side, but in evidence here and there,
that the views of extremists on both sides are losing in force, and

tion, is slowly but surely gaining ground.
