WHY A COMMUNITY CHEST?
UNLESS there is a sudden clarification of the atmosphere, the
Community Chest proposition promises to be defeated through
a misapprehension. This misapprehension is that a vote against the
Community Chest is a vot apainst charitable drives and a defeat of
the measure means tin end to solicitation.
As a matter of faet, the reverse is true. Defeat of the Commu
nity Chest will merely mean a continuation of the present practice,
which has become so unpopular, namely uncontrolled solicitation,
from every source. For the opponents of the Community chest have
offered no substitute for a discredited system, which is bound to be
continued unless some new method like that of the Community Chest
is adopted.
While we desire to hurt no one's feelings, it seems to us, that the
affirmative argument for the Community Chest has missed the main
point in favor of the dan. This is its greater economy. What the
average citizen is interested in, is the adoption of some plan, which
will eliminate these perpetual drives, and reduce the drain upon the
pocket book.
X comiiiiiuily chest, tinder the proper control and regulation, will
do just this. It will require but one drive, it will by the elimination
of time, duplication of effort, clc, cut down the overhead, so that
more money will go directly to those in need of help, and less to keel)
the machinery of solicitation in motion.
Xo one can seriously expect Medford to escape all charitable obli
gations. No one familiar with the law, believes, public funds can be
devoted toward private benefits. What Medford does in a charitable
way must be done by voluntary contribution, and Medford like every
other community, must tlo something.
No plan can be perfect. But the Community Chest plan has suc
ceeded elsewhere, and there is every reason to believe it will succeed
here. It promises with the same amount of money, to accomplish
more, at less annoyance to the individual, and with the burden more
widely and equitably distributed.
If this point had been brought out in the affirmative argument,
more clearly, there would he less danger of the defeat of the Commu
nity chest through a general public misapprehension.

speed germ gets a hold, it won't relax its grip.
