IF an expenditure tax were imposed, people would
be a good deal more careful about what they spend.
It would be so unpopular a piece of legislation that
those "nationalized" accounts at the FIRST would
gTow by leaps and bounds just to sort of spite

With the decision of the U. S. Su
premo court HUHtaining the farm
loan act, the fnrm loan associationn
will undoubtedly be prepared to re
ceive applications for loans within
the next two weeks.
Mr. E. H. Huid, Hecretary-treaHurer
of the Medford and rtopue Hiver
Farm Loan associations, states that
Ills instructions have been for some
time that all old forms of applica
tion for loans will be replaced by new
forms and new Instructions, in order
to comply with some amendments
made by tho present congress, ap
proved by tho president April 20, 1920
substantially as follows:
First, in regard to apprisals; the
law now reads, Section 2, Article Vl,
of tho by-laws of Farm Loan associa
tions recently adopted, to comply
with said amendment, as follows:
"The loan committee, whenever an
application for a mortgage loan Is
received, shall forthwith make, or
cause to be made, such Investigation
as it may deem necessary as to the
!haractor and solvency of the appli
cant, and the sufficiency of the se
curity offered, and cause written re
port to he made of tho result of such
investigation, and shall, If it 'concurs
in such report, approve tho same in
writing."
Second; the third paragraph of
Section 1 1 of said Farm Loan act as
amended provides, among other mat
tors, that any charges made against
applicants for loans shall he first ap
proved by the Farm Loan' board, and
shall, under no circumstances exceed
1 per centum of the amount of the
loan applied for.
Tho marketing of bonds and tho
strengthening of tho Farm Loan act
in some particulars are now being
pushed by tho Farm Loan associa
tions, through their state and na
tional organizations, also by tho na
tional board of farm organizations
and tho Farm Llureaug of tho United
States.

Florida, S. 41)91. along these lines,
While it will not he possible to bo

bo reintroduced upon tho convening
of Iho extra session of congress the
last of March. A very urgent appeal
is being made upon all frionds of
tho farm loan system to use their
personal Influence to secure tho pas
sugo of these very important amend
ments to tho Farm Loan act.
