WHAT THESE VETOES MEAN.

over 12 measures liv Governor Olcott should awaken the state to
the necessity of drastic action.
For what do these vetoes mean? They mean one of two things,
other that under the present system of a continuous session a prreat
mass of legislation dangerous to the state? is inevitable, or that the
governor is exercising an autocratic power, which is indefensible and
if continued, means the destruction of representative government in
this state.
The truth probably lies between these two extremes. A careful
study of the governor's veto messages, justifies the conviction that
n majority of the measures killed should have been killed, on the
other hand it 'also is apparent, that with the legislature adjourned
and no redress possible for two years, such extreme exercise of the
governor's veto power, involves a grave danger, to representative
government.
Every measure vetoed by the governor, was passed 'by the two
houses of the legislature, after committee investigation, report, and
debate, in other words by formal action of n majority of tho people's
representatives. Now one man, after what is necessarily a brief con
sideration, undoes what had been done by the people's representa
tives, and whether this one man's judgment was right or wrong, the
people of the stale have no recourse until 1923.
Assuming that the governor's vetoes arc all justified, at this time,
it should be apparent to anyone, that at another time, tho chief execu
tive judgment might not be so unerring, that his motives might not be
so disinterested. Then would the .state be faced by a condition of
its governor controlling both the executive and legislative branches
of the government, a dictator with the power to kill every bill pass
ed, of which he does not himself approve.
Obviously such a situation is an absurdity and a menace. There
must be some method devised for immediate correction. In our
judgment a divided session of the legislature is the first essential
step:

riod of rest, during which these measures can be studied by the people
and their provisions made clear, this orgy of half digested legislation
would stop, and the governor would not be transformed from an exec
utive into a mere legislative executioner.
This measure was defeated at the last election. It should be in
troduced again. The experience of the 1!)21 legislature must have
convinced a majority of the people, that such a reform is imperative,
the state legislature is not to become a farce and a peril.
