England will never be too poor to build battleships, if in her
opinion more battleships are needed to render her navy supreme. The
poverty talk is only a half truth. The whole truth is that Great Brit
ain's naval experts have concluded
of the submarine and seaplane, it is the part of wisdom to conceit
tiate uiion these weapons of naval warfare, and delay battleship con
btruction until the lessons of the late war are more clearly known.
Of course, the financial stringency is a factor in this determi
nation, but it is only a minor factor. The fundamental cause is based
upon the belief that the next war will be fought largely under the
sea and above it.
An article by an English newspaper man brought to our attention,
throws an illuminating sidelight upon this situation. Although bat
tleship partians are found in England, the strongest judgments just
now are all in the other direction. As one naval expert says: "The
(wo determining factors in naval warfare are surprise and invisibility.
The sea plane and U-boat promise to monopolize these factors. The
U-boat of the future will be a dreadnaught submersible. The sea plane
of the future will virtually be a battery of heavy ordnance in the air.
The battleship squadron may remain the base, but only the base. The
decisive battle will be fought, not on the water, but below and above
it. The Power in control of the air,
the sea."
Of course, unanimity of opinion
sufficient evidence available to any layman- to justify a program of
delay in battleship construction on these grounds. That Great Brit
ain, whoso existence absolutely depends upon control of the sea,
should adopt this policy, is the strongest possible evidence that the pol
icy is sound. The time would seem to bo ripe for the United States
to stop construction on 'battleships, and either save funds involved, or
divert them to development of sea

the vault or mausoleum of Charles H.
Patterson and his wile.
Pattorson, a. highly respected hotel
proprietor, died in 1847 and his wife in
1807. Doth bodies -.-wero enclosed in
leaden caskets filled with rum and
hermetically sealed before being
placed into the vault, which was built
