Manager of the Carlisle Mines in New Mexico and the Morning Star
mine in California ill the age of 20. Three years later, he went after
the job as chief of the mining stuff of Berwick Moreing and Co., and
got it, was made a partner and in 1899-00 took an active part in the
defense of Tientsin, and was made general manager of the Chinese
Lngineering and Mining company.
At the age of 31 Hoover was acknowledged as one of the foremost
mining engineers in the world, and was the moving spirit in one of
Hie largest and most profitable mining enterprises known up to that

nancially embarrassed Hoover made the deficiency good out of his
own pocket anil put the business back on its feet again.
At the outbreak of the war Hoover at great personal sacrifice,
went after the rescue of Belgium anil through his loyal devotion!

try from extinction. Later, through his services as food adminis

engineered hy the consuls of the Jap
anese empire and the priests of the
Uuddhist and Shinto temples, for In
those Islands there are more temples
of the Japanese faiths than churches of
the Christiun religion. The Japanese
government keeps track of the grow
ing young men and expects them at 16
years of age to he enrolled on official
Japanese lists. The Japanese like the
islands, because they are much hetter
off than the same people could pos
sibly be in Japan; but the road back
home is not allowed to be closed for
lack of weeding by the Japanese gov
ernment. If the Japanese are allowed to come
to the United States at will, or in any
considerable number, the eventual fate
of California, Oregon anil Washington
will be the same us Hawaii.
It seems beyond controversy that
friendship between Japan and tho
United States will he restored most
promptly hy an act of congress prohib
iting the Immigration of Japanese col
onists (students und agents of business
houses being welcomed as heretofore).
That is something to which the Jap
anese cannot object. The Japanese
themselves have always prevented the
immigration of other peoples owing to
pride in their own civilization. Their
land laws at tho present time aro so
arranged as virtually to prohibit col
onlzatlon hy foreign peoples in Japan
In the ubsenco of Immediate, com
pleto restriction of Japanese colonists
anti-American propaganda ill Japan is
causing some Japanese people to de
velop the idea that they are entitled to
a voice in making the laws of the
United Slates, just as certain Amer
ican congressmen now feel privileged
to attempt ltitereference In the inter
nal affairs of European countries. Im
mediate restriction, however, will
silence trouble makers and eliminate
further controversy regarding Jap
anese colonization on the Pacific coast.
It- would also minimize war-talk. Bad
feeling might unavoidably continue for
a time, but it would not he so laden
with tho germs of possible military
conflict as at present.

Japanese students who huvo attend
ed American universities have display
ed it high order of Intellectual ability
and huvo not suffered by comparison
with. American students. Tho Japanese
who have engaged in agriculture In
California have displayed efficiency in
that Industry. Wo might well con
clude that it would bo a good thing If
the entire population of the United
Stales were all Japanese, so far as
economic production is concerned. Hut
that brings up (lie crux of tho mutter.
Ho we want our population a century
hence to be all, or even half, Jap
anese? The Japanese ipteslion is en
tirely one of land colonization nnd cit
izenship. Experience shows thai national soli
darity Is Impossible where the popula
tion Is made up or heterogeneous com
munities of mixed racu and color. If
five million Chinese should colonize
upon the land of the Japanese empire,
the Japanese government would he
quick to pass laws restricting Chinese
Immigration. Even granting the Intel
lectual aiid economic eiiuality of the
Chinese, the Japanese government
would exclude the Chinese as an act
or national seir-pi-eservation. Similar
ly, If three million American whites
were to settle on Japanese laud and
were to show a birth rale higher than
that, of the Japanese people there
would he great alarm in Japan. There
would be no question of race equality
discussed. The Japanese would mere
ly debate whether they want the ru
lute control to be In the hands or the
Japanese or the white race, and they
would vote lit favor of the slogan
.lapan ror the Japanese.'' That Is till
thai Is the mailer In California. It Is
merely a question of whether the land
and the government shall continue to
be controlled hy Americans or by an
other race.
There could easily be ten million
Japanese In the l ulled States within
filly years if immigration Is unrestrict
ed. There would probably be fifteen
r twenty million Chinese In the conn
try now If congreiis had not restricted
Chinese immigration In the year 1SSS.
We owe a debt of gratituilo to the

law, not because the Chinese are not
economically productive and Intellect
ually capable, but because national
