HIGHER SALARIES WON'T GUARANTEE EFFICIENCY,
BUT EFFICIENCY IMPOSSIBLE WITHOUT THEM
A CHEAP mail is an expensive luxury. This fact is generally
recognized in private business. That is why the big business
nuin pays good salaries. Not because he likes to increase his pay
roll, but because he knows thai ability demands a high market price,
and that ability pays.
Jt is the exact reverse in public business. Public officials are
almost invariably underpaid. As a result the best business ability
is not attracted to the public service, and consequently conspicuous
ability in official life, is the exception rather than the rule.
There is a movement on foot to raise the salaries of local county
officials. The chief argument for this increase is that by raising the
salaries, the county will secure more efficient service.
Xo one questions that more efficient service is needed. In the
past year the people of Jackson county have been given a costly dem
onstration of the high cost of inefficiency. Undoubtedly if the
s
methods of a well-conducted private business in the county had been
followed at the county scat, the t;ix payers would have been saved
thousands of dollars.
But will the proposed increase in salaries produce the desired ef
ficiency? Unfortunately no. Xo salary increase that is possible,
under the present system, will automatically replace inefficient of
ficials with efficient ones.
Under the present salary system there has been efficiency in Jack
sonville and there has been inefficiency. With the proposed increase
the same condition will prevail. Under our present system the public
service will never be attractive as a money making proposition, for
the people will not pay salaries that can compete with the salaries
paid in private business.
Then what is to bo done' Leave the salaries where they are, and
allow mutters, to drift along as they have drifted ? "We think not. In
this problem as in most others, there is u common sense lhean, be
tween the extremes. This mean is to pay every public official a fair
living wage, and then depend upon the force of public opinion to se
cure that service to which the public is entitled.
In other words, raise those salaries which render it impossible for
o. competent person to hold tin; office. In our opinion there are two
salaries which fall in this category now. One is the salary of $1200
a year for the county treasurer and another is the salary of ijiloOO
for the county assessor. No man or woman, competent to fill tho
office, can afford to take the place of county treasurer for $100 per
month. The minimum should not he less than $150 per month.
The county assessor holds one of the most important positions in
the county service. The position requires experience, knowledge and
sound business judgment. The assessor is now paid $1500. This is
an impossible pittance, $2500 would not be too much, certainly $2000
is an irreducible minimum.
These increases should be made. Not under the delusion that
such increases will guarantee efficiency in the future, but because,
without such increase, sustained efficiency will be impossible.

and countless cupboards now are bare of pumpkin pies and
