Clmrlcs E. Hughes is slated for secretary of state, and Herbert Hoover for secretary of labor. Of course, none of the selections are official, but tho information from Marion comes in sneh a way as to establish a strong likelihood that unless unexpected opposition develops, the list now named will compose the final se lections. Mr. Hughes as secretary of state would be an admirable choice. A friend of the Leaguo of Nations, but one of its most fearless and constructive critics, he combines a fine judicial detachment, with a liberal anil humanized outlook, which would not only conform with the best traditions of that great office, but supply those broad mind ed qualities peculiarly needed in America's foreign policy of the fu ture. As secretary of labor Herbert Hoover would also bring to that in creasingly important posti the qualities which it greatly needs, a sound knowledge of rights and obligations of both capital and labor, through many years of practical experience. He enjoys to an excep tional degree the confidence of all classes of Americans whether they work with their heads or their hands, and no man in the country is better informed regarding those deep seated economic Jaws upon which a proper and cnliglitedcd labor policy must be established. While he is known to be favorable to an open shop policy, ho fully I'llderstamls its implications, and under his direction, there would be no danger of perverting what is a sound American policy of individual freedom, to an attack upon the unabridged right of labor to organize. The other men named are less conspicuous, but are generally recognized as men of character and ability. Charles G. Ilawes of Kvanston, 111., selected for secretary of the treasury, is a banker of the highest reputation, and a citizen of exceptional patriotism and public spirit. A student of finance, the author of many books, he could be depended upon to rentier a gooil account of his stewardship. In John V. Weeks of Massachusetts for the navy post, the President-elect would have a graduate of the Naval Academy, a recognized aut hority on naval const ruction, and a business man of superior abil ity. Will Hays is mentioned for Postmaster fJeneral, and those who know the national chairman, know, that his middle name is Efficiency with a capital E. He would be certain to make the fur of inaction and self-sufficiency fly, wherever he might be placed. Henry Wallace of Iowa. when! all secretaries of agriculture come from, might be described as a dirt farmer with mudguards. Editor of AVallace's Farmer and author of "Skim Milk Calves," he has always remained close to the soil in spite of a college education. Un doubtedly a popular selection. The filial announcement concerns Henry 31. Dougherty of Ohio as attorney general. There will lie considerable criticism of this ap pointment in Ohio, for Dauglierty is a corporation attorney, of the old political stamp, not pormhu with the masses, and for many, years a subject of controversy in his home state. He has been both u loyal friend and capable manager for Mr. Harding, however, and one thing the President-elect refuses to do is to go hack on his friends. The ap pointment is obviously the payment of a political debt, but as no one questions the gentleinan 's ability, there seems little cause to become excited over this selection, whn th circuinstancs are understood, 'and the quality of the men who will surround liim is appreciated.
