conditions existing in the postal ser
vice.
An almost incomprehensible loyal-
ty to tho postal service, an admirable
esprit, has held together this unsur
passed orgunizution in spite of low
wages, while almost every other kind
ot human endeavor bus found In
creased rewards. The most loyal
have been least rewarded.
Tho postal employes cannot go on
forever huckinir the hundred nr cent
line of resistance with ten per cent of
energy. They and their families can
not live on organization loyalty. They
must huve good food, good clothing,
and good roofs. Decause they have
thus restrained themselves by the ex-
erefso of politeness anil temperate
manners it does not follow that In
hardship they will continue to bo
mild and will contlnuo to put their
trust In government beneficence.
Tho government has not been
bountiful. 11 is the postal efnployes

time, their uniform . good nature,
their efficiency, and their utter disfo
