dress at the graduation of this year'3

few cases, "our navy personnel not
only responded to ull requirements,
but exceeded our most sanguine ex
pectations in the endurance, zeal und
loyal Initiative they displayed," .In

"This applies," he added, "not only
to tho forces fn the war .one, but to
the navy in general, und particularly
to tho very intelligent, and skillful
handling of. the transport services in
effective co-operation with the forces
abroad."

"One regrettable result," of the er
roneous information circulated, he

could have been greatly minimized If
each officer had roallzed that he did
not have tho necessary Information to
form a just opinion und had had lift
