To the editor: It is Interesting to
read the various statements given the
press by the candidates for county
commissioner. All of them have de
clared themselves In favor of build
ing roads, but not one of them said a
word regarding his attitude toward
the support of a department of the
county which is most directly in posi
tion to develop the resources of the
county.
As for road building, county com
missioners are elected to carry out a
comprehensive road building program
as dictated to them by the voters.
certain roads are designated by the
voters to be improved, it is a duty of
the commissioners to carry out the
wishes as expressed, even if the same
is not according to their desires or
inclinations. The statements being
issued look like propositions to get
votes, when In reality it is the candi
dates who are kidding themselves In
the belief that the voters will over
look important matters and thereby
be elected on a road platform.
What about the attitude of the can
didates to the proper support of tho
county agents and homo demonstra
tors work? Last year the commis
sioners took a positively disgraceful
stand upon this subject. Why such
an attitude was taker: is beyond Ue
comprehension of any one fumiliar
with the wonderful results which
have been attained thru this work
and the possibilities of the future re
sults. The farmers of the county should
require a statement to be mude by
the candidates before election. Find
out how they stand and then vote ac
cordingly. The greatest industry that any
community can have Is that of horti
cultural and agricultural develop
ment. Every resident in the cities
of Jackson county Is Interested in the
welfare of the farmer, because upon
his prosperity, depends the prosperity
of the people of the cities.
The voters should be careful, to
select a man for county commission
er and their choice should be one
who is In sympathy with the proper
support of tho county agent and home
demonstrator's work.
Prosperity of the farmer brings
prosperity to the city.

HOOD RIVER, Ore., May 17. R
Clay Crawford, held In Jail on
charge of defrauding W. M. Bailey,
principal of the high school, of $500
had a narrow escape early yesterday
when the old city hall and jail, the
attic of which was gutted, caught fire
from an overheated flue: Just be
fore ho left for his home, V. E. Hart,
night officer, took Crawford to
restaurant for a cup of coffee. On
returning the prisoner was permitted
to build a fire in the jail corridor.
After going to sleep Crawford was
aroused by smoke. Altho he is suf
fering from a wound resulting from
attempting suicide at Minneapolis,
Crawford, a former vaudeville aero
brat, climbed to a chair and pulled
himself thru a scuttle hole in the
ceiling. He escaped thence to a side
room and turned In a fire alarm.
SALEM, Ore., May 17. From
$250,000 to $300,000 worth of bridge
construction is being done or has
been completed on the Pacific high
way between the California lino and
Portland, according to C. B. McCul-
lough, bridge engineer for the state
highway department, who has Just
returned from an automobile inspec
tion tour of the line. Turnout the
state, bridge work totals about ?2,-
000,000.
SALEM, May 17. Because of the
vast territory covered by western
classifications in the proposed gen
eral freight rate increases relative to
which the Inter-state commerce com
mission will begin a hearing in Wash
ing on May 24. It is strongly prob
able that the Oregon public service
commission will contend for separate
hearing on Oregon rates, according
to a statement today by Fred Buchtol,
chairman of the commission and Fred
A. Williams, one of the members.

train from San Francisco where they

COUNTY TAX RATE
A careful study of the tabulated
road mlllago statement Issued by
County Judge G. A. Gardner and
Commissioners James Owens and
George Owen, discloses the fact that
the long standing warrant Indebted
ness which has been hanging over the
county for a great many years will be
paid ill full within a year and a half
from the present time.
The warrant indebtedness origin
ally was more than for a half million
dollars and more than the present
proposed county road bond Issue.
This Indebtedness, Interest and prin
cipal were paid off in less than six
years. The proposed road bonds are
to run for thirty years, the first in
stallment of $100,000 to be paid in
ten years and upon each succeeding
five years a Blmilar amount.
It will not be necessary to sell
bonds of the proposed issue until
1921. The regular annual two mill
tax for warrant Indebtedness will be
discontinued In 1922 when interest
on the proposed road bond issue be
comes due. In the following year,
1923, enough of the Pacific Highway
bonds will have been paid off so that
only .8 of a mill tax will be levied for
sinking fund against that of 1.5 mill
at the present time. As tho Pacific
Highway bonds are paid off, the in
terest on the balance naturally is
lowered and only .7 of a mill will be
necessary after 1922 against that of
1 mill at the present time.
There Would bo no levy for sinking
fund for the proposed road bonds
until 1925 and that would he 1.5
mill. There .being no levy then for
wnrrant indebtedness and tho mill
rate for Interest and sinking fund for
Pacific Highway bonds being so re
duced that even with the full rale of
taxation for the proposed bonds, the
total rato will be less in 1925 and
thereafter than at the present time.
Due to various conditions confront
ing the county, even with the propos
ed road bonds assured, tho mill rato
of taxation for road purposes will be
less during 1922, 1923 and 1924 than
at any time In many years past.
Should tho voters carry the proposed
road bond issue, the tabulation shows
that tho total mill rato will be less In
yoars to come than what it is now.
Tho facts disclosed in tho state
ment of the county Judge and com
missioners take Into consideration
that tho present valuation of the
county will remain as It Is. If tho
people of Jackson county wish to soo
the present valuation of the county
remain so, then they do not wish
agricultural and industrial develop
ment. Roads are natural builders of
industry, both rural and in the com
munltles and therefore if roads in
crease the number ot Industries, the
valuation of the county will increase
and thereby reduce the mill rate of
taxation.
The people of Jackson county must
solve their road problem. Lnno coun
ty or any other county is not going to
help, nor can we be of any assistance
to Lane county In solving her road
problem, which involves a bond Issue
of two million dollars which is to be
voted upon at this election.
Every county in the stato is bank
ing on getting some state and federal
aid for their roads, but unless the
bond limitation is raised from '2 to
that ot 4 per cent, the state will not
be in position to match government
money and the same will be passed on
to some more progressive stato where
voters are awake to the fact that two
dollars will build twice the amount of
road than what one dollar will.
