"I think it only fair to the voters
and people Ee'nerallv of Jackson
county to give an idea before the pri
mary is held as to what my policy
would be should I be nominated and
elected as county commissioner1
the , opening paragraph of a signed
statement which Court Hall has just
issued to the public, as follows:
I wish it emphatically understood
that no politicians, clique, party, nor
friends, induced me to run for this
office. I am running free and un-
trammelcd and without any political
or other promises whatever, other
than contained in this statement. One
of my reasons for making the race
for county commissioner is that for
several years past I have traveled
over all of the different roads in the
county, and in my travels while going
over a particularly rough piece of
road 1 would often say to myself 'if
I could I would try and have that'
road fixed.'
It looked early In the campaign as
if no one wanted the office of county
commissioner or at least until I
filed my candidacy, so I oast my hat
Into the ring.
There is not a more beautiful val
ley in the west than ours. We have
the soil and the climato. All that Is
needed to bring the homeseeker here
is good roads and judicious advertis
ing. One's property Is only worth
what Is derived from Its Income, or
the cash It will sell for. Wo have
already this spring had quite a few
homeseekers come here and invest in
our lands and this has been the
means of stimulating land values. If
we continue to attract homeseekers
the property values will continue
stimulated.
What helps our farmers helps our
cities, or vice versa. Therefore one
Is essential to'the other and we must
all work together to attain the high
est .degree of success. We have no
large manufacturing concerns or pay
rolls in Jackson county. Notwith
standing that fact, our progress the
past six months has been something
wonderful. Everywhere, one can no
tice activity and progress.
I mentfon these facts because I
think' as ' county commissioner It Is
one's duty to be In touch with the
progress of the county so as to be
better, able to keep pace and serve the
best interests of the people.
Now about good roads. AH of our
cities are takon care of by the Pacific
Highway, therefore all the roads to
be built from now on will be built in
the country. A farmer who votes
against a good roads measure now is
simply voting against his own inter
ests: You are paying taxes that gave
the cities and towns good roads. Now
thaf the cities and towns are willing,
let them pay taxes to give you good
roads. Good roads will Increase our
taxes, of course, but we will get the
money thus paid out back In many
ways.
'- .We should not vote the county too
much in debt, but only enough to con
tinue our progression and build good
roads just, as fast as our increased
wealth will permit. This means tnat
Borae good roads should be built each
year In our rural districts, and road
building should be continued on this
basis until all the farmers have good
market roads to the different cities
and towns. :
In the most populated of our dis
tricts good road building should be
gin just as soon'as the money can be
provided. We have other" communi
ties where it is almost impossible to
pass over the roads during the winter
months. Such conditions should be
remedied as Boon as possible.
-' I am for good roads first, last and
all the time. I want to build them
Just as fast as bonds are voted and
our wealth justifies it. I think the
opportune time has come.
What has the farmer ever, got by
other methods? Supposing you are
out $25 per year for taxes on good
roads. Don't.you get It hack by time
saving and saving wear on vehicles?
Besides good roads Increase tbe val
uation of your farms. With good
roads your farm will become a suburb
to tbe cities and towns.
Did you ever see a calamity howler
get anywhere? Such a person Is a
detriment to himself and the commu
nity he lives in. A pessimist never
wants to do anything. An optimist
wants to do something but wants
some one else to do it. A peptomlst
does something. 1 believe in the pep
tomist.
I believe a county commissioner
can do many little things to help the
people and his community outside or
his regular routine of business.
I believe- a county commissioner
should keep close pace with the pro
gress of the county!
I believe that a-county commission.
er should always be willing to give a
respectful hearing to any complaints
made by the people in their respec
tive road districts.
I believe that notwithstanding
what locality a county commissioner
be elected from, he should act for the
Interests of the people of whatever
district is most In need of help.
j believe we should have a better
collection and display of Jackson
county products at the Chamber of
Commerce in Portland, and that we
should have an exhibit of our grains,
fruits, timber and minerals at the
state fair every fall.
I have always been an advocate of
good roads. It is no late thing vital
me, and I pay taxes the same as the
rest of you.
Remember farmers, that your vote
for good roads will help bring to this
county new people, more wealth and
increase the valuation of your farms.
Why? Because today real estate is
about the only article worth one hun
dred cents on the dollar. And with
our climate, southern Oregon is sure
to attract the homeseeker.
I met a farmer the other day who
said: 'I am paying more than double'
the taxes that I did fifteen years ago
The cities 'are trying to run every
thing.' This man Is against advance
ment and progress. He wants the
good old days 'of twenty years ago
when land was worth fifty dollars
per acre and . wheat fifty cents per
bushel. He lives on tbe Pacific high
way and don't want to pay any taxes
for other farmers to have good roads.
His land is worth three hundred and
fifty dollars per acre. He is making
more money than he ever made be
fore. But he can't appreciate that
the live wires in the cities have been
putting up money for years to adver
tise this county to the homeseeker
He don't realize that many people In
the cities are paying nearly as much
taxes as he, for the privilege of liv
ing in their resicence, and the same
people are willing to pay more taxes
to give the farmer good roads.
' 1 will vote for any measure that 1
think will be- for the good of the
county and people.
I am for progression always.
Now votors, you have my sent!
ments. If you approve of them I
would appreciate your votes.
you disapprove, there are two other
candidates, b6th good men, to make
a choice from.
I do not Intend to make a personal
campaign for this office, as the duties
of county commissioner are as much
as the people should expect without
unnlng up extra costs on campaign
expenses."
