One event concerns the grand jurv report eoiidemnin
the business laxity in the state treasurer's office, another
concerns Mr. J loover s telegram to Senator Capper of Kan
sas regarding the sugar situation.
The grand jury report showed that inefficiency in pub
Jic ottice may be just as harmful as rai as the peopl
are concerned, as dishonestv. As we predicted some month
ago, there was no evidence of dishonesty on the part of
htate J reasurcr ilotr, hut the lailure to exercise good bust
ness judgment, in reality gave thousands of (lollais to a
private banking concern, winch belonged to the people o
the state.
Unfortunately there is nothing dramatic in the di
closures. If an equal loss had been sustained through mal
faesance in office, the people would have been aroused to
lighting pitch, hut .as long as the sacrifice was caused by
mere inelhciency, the incident promises to be passed ovei
with barely a ripple on the surface ol public opinion.
So with the sugar situation. On Saturday, Mr. Hoover
sent a telegram to Senator Capper of which the following
is a part:
"The present sugar position Is duo simply to bad business administra
tion. Last September the administration could have bought the Cuban
sugar crop at six and one-halt cents a pound, for raw sugar. This would
bavo given twelve cent sugar to our consumers. As the result of failure to
act wo aro subject to unparalleled speculation and profiteering.
The increase in price Is Imposing an additional tax on our people of about
$ ;u per fumlly per annum. ,
Every family in the United States is burdened with a
tax of $50 because sound business judgment was not exei-
cised by the administration. In other words, an annua
billion dollar tribute is being paid bv the people of the
United States for the privelege of indifference to business
qualifications in the selection of their public officials. .
How long such sacrifices must be endured before th
American people are aroused to the imperative necessity of
demanding the same qualifications in public as in private
business, is a question, which probably the future alone
can tell. Hut if the awakening does not come this year, it
must conic, eventually, if democratic government . is to
endure.
There is no more reason for electing a man to public of
fice because he has the gift of gab, because he can stir tlf:
emotions with eloquence, appeal to the passions and preju
dices, the holies and aspirations with words, than there is
lor placing a man at the head of a steel corporation or a

But as long as the people fall for the spell-binder and re
ward the silver tongue with their votes, as long as they de
mand dramatic gallery players, and demagogic prcsdit:,.-
tators and refuse to recognize the man who can deliver the
goods, but can t deliver the. bunk, these sacrifices will be
ontinued. and the people, in the last analysis will nave no
one but themselves to blame.

There are tricks in the political game as in other greater
and lesser affairs. One recently proposed in the Oregon
primary presidential campaign has been exposed and
thwarted. That was that voters combine on Lowden,
Wood or Hoover and thereby defeat Johnson. The pos
sibility of adopting this plan was promptly and strongly
rciected bv the managers of the various candidates in
volved, and, so far as Lowden is concerned, the. reasons
why be is still and will remain in the race are clearly set
forth in a statement by Joseph 10. Dunne, Lowden cam

foolish and unwise. For years I've plied my swatting
stick, a million billion flics I've slain; results? Their
absence makes me sick my weary toil was all in vain.
There'll be more flies thy? year, L wist, than ever
flopped around before; the ones I slew will not be
missed; for each one killed, there'll be a score. You've
heard about the ancient gent who pushed a boulder up
a hill; a few feet up t he slope it went, and then slipped
batik already still. Ko modern man would stand for
thai ; results must come, or people quit; and so no more

two instances where profiteering if-,
being carried on. I will show the dif
ference between what the farmer gets
lor his grain and what it finullv rc-
with- tails for out of the grocery stores. 1
want to show the part of tho public
who live in the cities an example so
I hey w.ll not condemn the fanner
altogether for the present high eot of
living. We can tako the article of
I'ult'cd Wheat, which can be purchas
ed at any grocery store. The print
ing on the outside of the box informs
us that the contents of tne package
weigh exactly four ounces net. This
package of breakfast food retails at
fifteen cents a package, which is a
trifle less than four cents an ounce.
Four ounces to the package means
that four packages will weigh one
pound, therefore at this rate it will
be seen that lit) pounds of this puffed
wheat will make 240 packages, sell
ing at l.j cents each. This article will
retail at .iust $.'lti, per sixty pound

is easy lo catch a glimpse or some
hideous profiteering in this article of
food. Take another one of the com
mon breakfast foods. Krinkle Corn
flakes. It says on the wrapper that
the net contents weigh eight ounces,
and as there is sixteen ounces ordi
narily in n pound, it will be seen that
00 pounds of this article will make
120 packages, which sell for fifteen
cents each, making a total of $18 per
00 pounds. The fanner got not to
exceed $1.80 per bushel, delivered
last fail, for this same corn.
Just a word on the sugar ouestion.
1 read from good authority that the
producers of raw sugar on the island
of Cuba rectived three cents a pound
tor their last year's crop, at the re
finery. Does this justify twenty-cent
sugar?
The country at large is trvins to
think up some scheme to lower the
high cost of living, hut our men of
prominence nre trying to remedy the
evil, by more production of food
stuff. They want the farmer to raw
the very maximum of food, so that
there will tend to be an over-production.
Then in order to sell his pro
duce, he will, have to sell for le
money than it cost him to raise theai.
under the present high standard of
prices, which he must pay in order
to carry on bis present line of farm
ing. All told, it iust means that the
business world is looking for the
farmer to be the first class of people
to .sacrifice; themselves voluntarily
and step down to a lower level, so thrt
the rest of the people might live in
a state of elegance.
The remedy is easily found t'
handle this peculiar situation. All
that is rciniired is for the congre
to pass a law that will prohibit the
manufacturers and dealers, each,
from charging over ten per cent
profit on any commodity. We hold the
banks to ten per cent, why treat the
merchants hotter than the banks?
Two of our prominent men, Mr.
Capper and Mir. Iiryan are very out
spoken against the profiteering class.
These men suv there is evidence of
wholesale robbery 1V the profiteering
lass, and those who hnve rend Mr.
Capper's speeches and editorials
against this evil would do well to re
member, that the facts he presents
are undeniable. If I can say a word
that will tend to arouse the people so
thev will take action and help the-ie
wo men in their fight for the adjust
ment of prices, to a just and equal
iroportion, so a man will secure
benefit from society, equal to the
amount of work which he has given
to society: then I will consider the
ffort worth while. Governments
should protect nil classes of society
fro minjustice, do not let the strong
persecute the weak, but work for the
ommon welfare.
There is n moral to this whole ques
tion, nnd to tlioso that are guilty 1
have this message for them. It is not
just, it is not right, and it might be
wise to say here that no man who
reduces nothing, but lives by manip
ulating that which another produces.
