material supply. Jt is a scheme of reforestation, to hi
made into a national policy and put through by the federal
government, with the co-operation of the states.
There would lie fixed sums appropriated annually for
forest surveys, the purchase of timbered land and land
suitable for timber, and for planting new trees. The pro
cess would go on mil il the nat ional forests aggregated li(il),
000,000 acres. The states would be expected to provide bi t
ter protection for forest lands. Private f'orestation would
be encouraged, and farm loans would be made available o
promote timber growing.
These recommendations are no doubt good ones, de
serving careful consideration by Congress and the state
legislatures. They need not be allowed, however, to divert
attention from an iniportaift fact emphasized at the con
vention by (ieorge "YV. Sissoii, president of the association.
He admitted frankly that the present paper shortage,
which is oj' such vital concern to every publisher in Ameri
ca, and indirectly to every citizen, is due directly to the
prodigal methods used in American forests and paper mills.
It is waste that has made it necessary to plan programs
of reforestation. I here has been inexcusable waste in the
cutting of trees and in the preparation of those trees for
lumber and pulp, and in the handling of the material de
livered to the paper mills. 'ast ipiantities of wood that
might have been used for paper have been burned as refuse
or allowed to rot in the woods. .1 here lias been no proper
utilization ot the timber cut, and there has been wanton
destruction through tires and careless clearing ot voting
trees that ought to have been left intact to supply the fu
ture forests.
Is this waste still going on? Are the lumbermen and
11)0 paper men still engaged in the same thriftless prac
tices? Will our future forests be wasted likewise? The
public has a right to know, before if is asked to support any
big and expensive plains for reforestation.
How many people in tornado-swept Oklahoma know
what th(! climate in Soul hern Oregon is like ! Our greatest
asset is our climate and yet, while California upends mil
lions every year telling the world about her climate, Ore
gon, comparatively speaking, keeps still. Oregon, to toe
average easterner only means, moss, web feet and standing
timber. The state needs a wide-awake publicity man, with
some money neimia nun.
Poss Penrose has dropped Senator Harding after his
Ohio showing, and now favors Senator Knox of Pennsyl
vania for the Kepuhlican nominee. Keep it up Holes your t
