brought to tho attention of tho de
partment headquarters of the Amer
ican Legion of efforts to Introduce
partisan political activities and to
foster personul political ambitions
within several of the local posts In
tho state, tho following resolution,
adopted by tho department executive
committee at Its meeting of April 24,
1920, Is quoted for tho information
of all posts In Orogon. It Is request
ed that this bulletin bo read at the
first meeting of jour post.
"Local posts are cautioned against
recurrent attempts of partisan poli
ticians to subvert the honest pur
poses of the American Legion in Ore
gon to their own selfish ends.
It is onl by constant vigilance
that efforts along this line can bo
neutralized to tho end that the legion
whilo taking tho most energetic In
terest in public affairs Bhall not be
come an instrument for purely parti
san propaganda and activity.
There is no inhibition eithor in tho
national constitution or In tho spirit
of tho Legion against ex-scrvico men
and women taking such part in polit
ical activities as thay deem fit. It Is
not contended that any person abro
gated any of his civil rights and per
ogatlves by reason of service in tho
war.
Hut in this great organization of
war yetorans, dedicated to further
service not only to our comrudos but
in a far greater sonso to the welfare
of our country. It is regrettublo that
anyone Bhould nttcmpt to bring into
our meetings and our work nny ele
ment of partisanship and selfish in
terest. lit Is only by clear thinking, hon
est effort and a closo adhorence to
our ideals that wo can maintnfn
steadfastly tho course upon which
wo aro bent.

lain vigilance against partisan polit
ical activity of ovory character and to

may approach local posts with a po

codling moth on tipples should be ap
plied immediately after the petals fall.
The exact time for this sprav will
varv a few days for the different sec
tions of the county. On lartrc or
chards it is necessary to ntnrt this
operation when about half of the
petals havo fallen in order to ect over
the orchard bv the time the calico
close.
Tho calyx cup of tho jipple will
close within a weeks time after the
petals full, and if sprav is not nn
plied while the calyx cup is open it will
not he possible to keep the codliiitr
moth larvae from entorintr the calvx
end of the apple later in the season
It is not necessary to sprav penrs
for codlinir moth at this time because
the calyx of the pear does not close
liko it docs in the apple. However,
in some pear orchards where leaf
calinir insects are present such as in
tho saw-fly larvae, irreen fruit worm
ranker worm, cut worms, etc. Where
the above insccls have been trouble-
somo it is advisable to sprav the
pears at this time.
Materials to Use-
Use powdered arsenate of lead, two
to three pounds to the hundred cal
lous, or paste arsenate of lead four to
six pounds to the hundred trillion
Whcro urcen aphis are present add
one gallon of distillate oil emusion and
three fourths pint of nicotine sul
phato to the hundred trillions. This
combination is also vcrv efficient as
prevention for the spread of blight
on pears and apples.
Use angle nozzle with trood pros
sure and n driving sprav that will
penetrate so that the calvx cups will
he well filled. He sure to apply this
spray before the calvx cups close

of control has received from the state
highway commission a request to

forest roads. This amount is in ad
dilion to the $1,000,000 offered for
