THE 4 PER CENT MEASURE
WE ARE in receipt of a eommuiiication protesiing
against the raising of the two per cent constitutional
limitation to. four per cent, of 'which the following is an
extract: ,

enough already. -v-. ,
This communication represents- ft general misconcep
tion of ihc proposed elevation of the tax limitation from
two to four per cent. The increase will not raise taxes
for the simple reason that the revenue from the auto li
cense fees and gas tax will he ample to care for both in
terest and principal of all the bonds that will be issued
under the proposed four per cent limitation.
In other words, as the Oregon Voter has pointed but,
the completion of the main highway within the next few
years, lias already been financed by the taxes already im
posed. The only object of tho increased limitation is. to
legalize the work which has been or should be contracted.
It is unfortunate so many money measures are to be
voted on at the May election. It is doubtful if all the meas
ures will be endorsed however worthy they may be.. Hut
when tho increase of tho two per cent limitation is under
stood, we believe the opposition to it will gradually decline.
No direct property tax whatever is involved. The auto
mobile owners arc paying for the present good road con
struction and will pay for the construction planned. But
without a change is the constitutional provision the con
struction work already outlined and already financed can
not be done.
When our correspondent realizes that a vote for the
four per cent limitation will not increase his taxes, nor
will it increase the burdens of the automobile owners, but
will merely allow the state to use tho money the law
already provides, we believe he will be glad to move from
the mud roads 01 Missquri to the permanent highways o!

THE SPRING CHOR'E.
SPRING is brightening the valleys, that were late
ly brown and gray, and it's time to clean the alleys,
carting all the trash away; all the cast-off shoes and.

hinting now of roses, and we should to duty rise, for old
trash offends our noses, and it's painful to the eyes.
Spring is whispering of lilies, whispering in every
breeze; and that town imparts the willies which no
springtime clean-up sees. There is litter by your stable,
there's a dead cow by your door toil as hard as you
arc able' that they '.may be there no more. For such
things insult our senses, and they aggravate and yex,
and we ought to paint our fences, shave ourselves and
wash our necks. All the world is bright and sunn',
shining till it seenis like new, and I think it mighty fun
ny if we arc not shining too. Bear away the long dead
Tabby, a,ll the truck of yesteryear; clean up, for the
town that's shabby is an eyesore to the ear.
