over and that congress must assert
the fact. Chairman Campbell, of the
rules committee opened in-the -house
today the fight for adoption of tho
joint resolution declaring the state of
war at un end. The debate will close
late tomorrow to be followed by a
vote.
The first phase of the battle began
on presentation of the special mlo
limiting debate to nine hours. Four
hours were allowed for discussion of
the rule, tho. vote on which will give
the" first test of strength.

freedom of a government with three
separate and independent 'branches.
Passage of tho resolution, he. con
tinued, would put the United States
back on a normal basis. He added
that grave domestic questions' made
the proposed action imperative1.

"That' is known by everyone. Con
gress Is therefore within, its rights
in dccluring a state ot war no longer
exists." Autocratic war powers are
gulling to a free people in time of
peace. It is the duty of congress
to withdraw from tho president the.
powers granted to him for war pur
poses. We take no powers from him
that belonged to him in time of peace.
. "No one has suggested a possible
justification. or excuse for resuming a
state of war with Germany or fdr
continuing war powers in tho presi
dent. IIo is left with the utmost free-
dom to negotiate a treaty with the
advice and consent of the Bcnate, as
provided, in the plain terms of the
constitution."

characterized as "the peace humbug
to be debated for two days." Passage
of the measure, he declared, "would
be playing Germany's hand,"

News of the passage by the houso
ot the "miserable, makeshift," peace
resolution, he declared, would be
more welcome in Germany than any
since the announcement of the sen
ate's failure to ratify the treaty.
