AFTER 10-YR. FIGHT
PASSES U. S. SENATE
WASHINGTON', Jan. 15. The
water power hill as passed by the
senate today, after a 10 year fight,
provides for creation of a federal
water power commission, ccmposed
of the secretaries of war, interior and
agriculture, which would be author
ized, after investigation, to issue 11
ceiibes for development of water pow
er projects "for a reasonable annual
charge." The licenses would run for
fifty years.
Tho measure further provides that
the federal commission shall co-operate
with tho states and other fed
eral agencies, that there shall be no
charge on state and municipal power
projects, and that Industrial plants,
developing less than 200 horsepc-wer,
shall not he required to pay a license.
On two years notice in writing the
I'nited States would have the right,
at the expiration of a license, to take
over and operate plants.
Power plants now in operation
would not como under provisions of
the hill. At the expiration of the
fifty yoar license period, the govern
ment would have three alternatives
in dealing with all licensed projects:
Take ever the plant; issue a new
license or have the original license
continue in operation.
