day Evening Post.

tic Bolshevik, defends with considerable skill tho Ameri
can capitalists who have invested in Mexican oil lands.,

buccaniers who secured oil concessions through graft, but
hardy and adventurous pioneers who bought, their lands
in good faith and should be allowed to develop them

, Speaking for the administration this marks a radical
departure from the beatitudes handed out from Washing

if instead of making money, they lost their fortunes and
their heads.
"We trust the switch is permanent. The sooner Presi
dent Carranza is shown that decency docs not mean
weakness; and. a desire to do the square thing does
not mean cowardice; the better for Mexico, the better for
the United Str.tcs and the better for the world.
Mr. Creel does not sav so, but his words certainly in
dicate he grants the present situation in Mexico, and the
situation during the war, was due-to a fundamental mis
conception of the Mexican character. Mexicans are not
all blackguards and cut throats, "perhaps, but neither are
they Anglo Saxons, with burnnette complexions and som
breros. They are a different breed, and while thoy de
serve to be, and should be, treated with understanding
and consideration, eeutain tendencies should be treated
as soon as they appear with a firm and uncompromising
hand.
Mr. Creel's article indicates this truth is now realized
in Washington. It has been ail expensive experience but
if the lesson has been learned it had its compensations.
