MAKING THE WAR A PARTY ISSUE.
THE greatest political blunder President "Wilson ever
made was his effort to make the war iv-partisan
issue. That it was a blunder was demonstrated by the
result. The president, during a successful and popular
war, with all the power aiid prestige inherent injlint sit
uation, asked the people to return a democratic congress,
so the war might be brought to a successful conclusion.
The people proceeded to give the democrats one of
their worst defeats in vmodern history, and returned
their political enemies to office. x
But apparently the democratic leaders 'have learn
ed nothing from this lesson. Homer 1 Cummings, the
national chairman, announces the war was a great demo
cratic triumph, and A. Mitchell Palmer a few weeks ago
had the nerve to ascribe the victories of the Yanks in the
field to democratic legislation, the income tax, excess
profits tax, farm loan bill, etc., etc., not mentioning
woman suffrage, bone dry and child labor.
Of course there is a precedent for this. The Civil
"War established the republican party, And the victory
of the north continued that party in power for many
years. But the political student who expects a similar
result after the world war, is riding to an awful fall.
For in the war just closed, no party, won the victory,
no party did the fighting, no part' sacrificed. its blood
and treasure. The "war was fought and won by the
American people of all classes, of all races and of all parties.-
Every American citizen not utterly blinded by po
litical partisanship realizes this, and any attempt to cap
italize the victory for any one part', Avill result in 19120
precisely as it resulted in 1918." :
Moreover the American people no longer can be
branded, with a political label and be driven by political
off ice holders. The balance of power is held by the men
and. women who are for the country first and the party
thereafter, who refuse to vote as their great grandfath
ers voted, but ; A-ote as their judgments dictate, who
quickly renounce party loyalty when that conflicts with
their conception of loyalty to principles of. fair dealing,
fair play, common justice and right.
Our stalwart republican friends who rise in wrath at
the utterances- of Messrs. Cummings and Palmer, might
better save their energies. If what they want is a demo
cratic defeat, these democratic leaders are adopting the
course w hich will certainly assure it.

tion. In order to extend its benefits
more rapidlv to the millions of
American boys who. because of Inck
of volunteer leadership, are still with
out the training- of the Bov Scout
program, Hon. W. G. McAdoo and
eminent gentlemen he has associated
with himselt as members or the Cit-'i
cooperation- wiih the National "Coun-'
cil of the . Bov Scouts of America,
pursuant to a proclamation bv the
president of the United States, have
formulated a program for a nation
wide Bov Scout week beginning Sun-
dnv. June 8th, and continuing
through to Flag Day. June 14th.
This will be the firs? nation-wide
appeal on a comprehensive plan for
the support of the Bov Scout move
ment. Scouting has been developed
and operated for the last nine Years
practically on a self supporting ba
sis. Income lrom registrations, sup
plies, and so f'oith. have about cov
ered running expenses. Field and
extension work alone have been de
pendent upon volunteer contributions.

The first objective of this cam
paign is to secure 1,000,000 asso
ciate members of the National Coun
cil, Boy Scouts of America as nn as
surance of enlarged usefulness.
This associate membership is offer
ed to mothers and fathers of Ameri
can boys and other adult American
citizens upon payment of $1.00 or
more as membership dues: in effect
and in spirit a contribution to the
movement, the amount to be determin
ed by each individual. The associate
membership, however. i.s an actual
legal identification with the national
body, without voting privileges which
by the constitution and bv-laws of
the Boy Scouts of America, belong
only, to regularly elected members of
the national council.
It is expected that besides the
financial support which this new
membership will give the organization
mnnv associate members will volun
teer as scoutmasters, assistant scout
masters, members of troop commit
tees and members of local-councils;
and that manv others will be active
in organizing new troops of scouts in
connection with their churches.
