Kurd, the local farm loan secretary,
tha( they will loan no more federal
monay In this dlatrlct should the
bonds carry."
In the first place Mr. Conger has
a wrong idea of the land bank and
the loaning of money thru tho local
associations, as the money loaned Is
largely private money and is secured
by tho sale of farm loan bonds based
on, flrat, the borrower's land; second,
the ondorsoment of the local associa
tion;" third, the combined capital of
the land bank of this district.

or any othor Irrigation district. We
have bad instructions that loans can
not be made where the security is not
a first mortgage on tha land and if
there aro any Hens for cost of Irriga
tion same must be paid before a loan
can be closed.

to irrigation districts under the 1917
Oregon statutos have been as ' fol
lows; Ascertain the amount of bonds
Issued or to be issued and the amount
of the tax levied per year per acre
tor cost and malntulnanfo, etc., and
If same does not run too high loans
can be made under the bonded irrlga
tlon district system.
It remains, however, that in case
the Modford irrigation directors put
over a proposition that will cost the
acreage under bonds more than t
per aero to start with, with no assur
ance that this amount will either
complote the -system or secure ade-
iliiate water supply and that the final
cost reaches $160 per acre or the
land bo taxed $90 per acre and the
system fall. It is time the directors
of tha Modford Farm Loan assoola
tlon bo conservative and cautious In
endorsing loans on lands In the Med-
ford district.
