TWO TRUE BILLS
BY
i ' The grand jury in Its report made
$ ' today found two true bills, one of
J? assault and battery against V. S.
k Chapman of Lake Creek, and another
. . of attempting to extort money
3. against H.' C. Halght and Ms wife,
I ' Ora iBatlen. During trouble over an
1 Irrigation ditch Chapman Is accused
jj of kicking a neighbor on the head
and nearly severing one of his ears.
The. indictments against the
Halghts were not a surprise and grew
out of the sensational case of several
weeks ago when Height's father-in-law
discovered a traveling man in the
house with Mrs. Halght, summoned
: Halght and then the two escorted
him down town and turned him over
to the authorities. It is charged that
the case was what is known in police
language as a frame up and that
Halght, ..who was a returned soldier,
and whose wife was a waitress in a
restaurant, demanded money from
the traveling man to avoid prosecu
. " tlon.
Contrary to expectation the grand
Jury did not return bills In the sen
sayonal hotel case of this week
against Davidson and "Gloria Mon
roe," said to be from Albany, and M.
Whttjob, San Francisco traveling
. " man.
'-The trio was to have been given a
preliminary hearing before U. S.
Commissioner P. Roy Davis this af
ternoon to determine whether they
should be held for trial on features
' involving white slavery and violation
of the Mann act. Assistunt U. S.
District Attorney'Charles Heames of
Portland, is here to represent the
government In this case.

satisfactorily thruout the country.

REFUSES PEACE TERMS
(Continued from page one.) ' ,
justice toward all. no matter how the

which we are nut ready ourselves to
admit.'
"And tho German people demand
nothing more than that which Presi
dent Wilson announced in this dec
laration. We demand nothing more
than that Americans place tho four
teen points opposite the peace terms.
We do not believe that anyone in the
United States will then have the
courage to claim that there can be
found in the pence conditions one sin
gle trace left of the president's pro
gram. '
"Anil here begins America's defi
nite duty to step in. America either
must put its fourteen points through
or it must declare that it is unable to
do so or that it does not want to do
so. so that in no case mav the world
be led to believe that America desires
to have the peace conditions count as
President Wilson's 14 points. .
"That is our demand., to which we
cling, and we cannot imagine what
argument from (he American side
would be effective against it."
In President Wilson's message to
congress of December 4. 1917. no
passage ran be found in textunl

cabinet statement. The ouotation ap
pears to be. a condensation from the
following passage in the message in
