TALKING AS SUBSTITUTE FOR WAR.
VISCOUNT GREY'S approval of tho League of Na
tions is hiterestiiir. He says nothing of self deter
mination, arbitration, disarmament; his Slopes are cen
tered entirely in the provison, making an annual confer
ence between : the world powers mandatory. , ,
The former British foreign, minister believes the best
assurance, of world peace is the safety valve of free in
ternational expression. If anv nation has a irrievanee. the
league will give that .nation
viscount xivy oeiicves, mat pifiitv ui mi, nut or cum,
will be found a satisfactory substitute for fighting.
This is a typical. British point of view and p'olitoal
progress n England the past century is a practical dem
onstration of its essential validitv.
England has become one of the most liberal govern
ments in the world through peaceful revolution. Since
George III the state has been transformed politically and
socially, without firing a gun. Expression has been sub
stituted for - repression, radicals, fanatics," anarchists,
have been allowed tg roam Hyde I'ark every Sunday,
chattering like magpies, instead of suffering .an eloquent
martyrdom in the Tower. The only problem which has
not been treated with this lenience is the only, one which
has not been solved, the problem of Ireland. . ,
..
AVe believe Viscount Grey has hit upon one of the
most important features of the League Covenant, and his
contention will undoubtedly be sustained; by subsequent
events. It tne world had possessed a public iorum for
reciprocal agitation,, the" world conflict would probably
never have occurred. As it was the British foreign min
ister came near preventing it,
the 11th hour.
The terms of peace will not
ination, jealousies and animosities, but with a talk-fest
each year, where every nation will be given a right to be
heard, tile danger of an outbreak: by force Will be ma
tefialljT lessened, and threat of war on a large scale may
eventually De removed.
Fiu me, the Hamburg ; of Hungary
WASHINGTON. Slav 13. "If
Trieste was the Bremen of Austria,'
Fiume wa the Hamburg of the Hun
garian kingdom, a close rival for the
brisk Adriatic trade of the ueriod be
fore the war." savs a bulletin of the
National Geographic society.
The bulletin on Fiume is the third
in a series of geographic news bulle
tins dealing with places of the former
dual empire which inav fall either to
Italv or to the Jugo-Slav nation.
"Fiume is another of those foot
holds on the eastern Adriatic where
Italians clung despite the stendv in
flux of Slavs in the interior, and. -in
this case even into Fiume itself. This
city bears eviderce of early Ital
ian culture, it figured as. a potent
Slav factor in the turmoil of Balkan
politics, and it felt strongly the in
fluence, of Hungarv upon its thriv
ing industries and fast growing com
merce. "Magyar gerrymandering caused it
to be annexed to Hungary in 1870. de
spite tbe protest of Cronti to which
it had belonged since the revolution
of 1848-49. Tender consideration for
its value as a seaport, rather than for
its citizens, prompted its establish
ment as a roval free town, making it
a geographical slice of about seven
sauare miles cut out of Croatia.
"Despite the Hungarian interest in
the city its pre-war population was
90 per cent Italian and Slav, with the
Italians slightly predominant. Only
about half the remaining tenth were
Hungarians. The Slavs included
Croats. Serbs and Slovenes. As im
portant to Hungary as are New York
or Boston to the United States. Fl
ume's total population is not much
greater than such suburbs of those
American ports as East Orange, N.
J., or Brockton. Mass.
"Fiume is situated on the northeast
shores of the Gulf of Quarnero, only
70 miles by rail, southeast of its trade
rival. Trieste. Across the bay is the
popular summer resort. Abbazin. fam
ed for its evergreen laurel and pro
fusion of roses, to which tens of
thousands of visitors formerly
thronged each summer.
"The older town, distinctively Ital-
What the Grizzlies Mean
1. Its object is to cooperate with
the Medford Commercial club, pro
mote and open up good roads and
trails to points of scenic beauty, on
mountains, lakes and rivers and de
velop tlicm for the benefit and enjoy
ment of the people and especially to
make southern Oregon attractive to
tourists and newcomers, that- they
may get to these points of beauty
by train, bv automobile or by trail
and thus become uttraCted and fi
nally locute here.
2. The president of the Grizzlies,
Mr. Will G. Steel, who is also sec
retary of the Medford Commercial
club organized and promoted the
Mazamas or Mountain Climbers,
which lias a world wide reputation
now. He also promoted resorts like
the "Oaks" near Portland, but his
greatest achievement was "putting on
the map" Crater Lake National park
through the efforts of the Medford
Commercial club, and it is becoming
rapidly known to an ever increasing
throng of world tourists as an "un
surpassable Mecca and scene of beau
ty in the world," upon which hundreds
of thousands of dollars is being ex
pended by the United States govern
ment, and bv which Medford tand
southern Oregon is being widely ad
vertised and reaping an ever increas
ing reward. . ,

"This emperor, who was Frederick

son of Ernest, the 'man of iron' and
Cymburga, a Polish woman, from
whom the Hapsburgs are thought to
have inherited the protruding lower

cause he puzzled lexicographers bv
leaving on his books, potterv and hav
ing inscribed on his tomb, the initals
'A. E. 1. O. U. a promissory note of
future Austrian greatness ' which
Frederick did little to realize. The
most generally accepted explanation
is that the initials stood for the
Latin. 'Austriae Est Imperari Orbi

subject to Austria."
"Charles VI proclaimed Fiume a
