ent method was adopted in Oregon
than that used In other states for
handling the work of tho Liberty
loan campaigns. The plan utilized

method of listing, rating and solicit
ing each individual. Oregon's splen
did record in tho preceding liberty
loans indicates the efficacy of the

At tho Joint meeting of the county

ly decided that all solicitation will be
done under this system and thru uni

' Securing of subscriptions Is only
the harvest, : There can be no harvest
without sowing and cultivation,
which In liberty loans are represent
ed In the promotion work,' parades,
advertisements,, news and editorial
articles In the newspapers, ' cbnrcn
rallies, theater programs, four-min
ute talkers and schoolhouse metlngs.
Since promotion work Is so closely
linked with soliciting and the organi
zations are oined in both, each will
be credited with 50 per cent of the
results secured.
Both organizations aro working lo
a common end, and this decision at
tho Joint meeting held at the Mult
nomah hotel, Friday, March 28, was
one of1 the Important conclusions of

will be asked to co-operate with the
advertising fund committee appoint
ed by county managers in each town
and community. A representative of
each newspaper will be appointed, by
the county manager to serve in an
advisory relation to, the advisory
(una committee., rnese committees,
composed of not less than three mem
bers, will, canvas the business and
professional men, merchants and oth
ers who should properly be contrlbu
tors to the local advertising' fund of
the Victory Liberty loan. The solici
tation of Advertising funds will be
undertaken Immediately as the first
order of business of county chairmen.
