PORTLAND, Mar. 28. At yester
day's meeting ot the state highway
commission no bids were asked, for
construction of highways in Jackson
.county as engineers' estimates had
not boon completed. They will be
advertised at the April meeting.
, A delegation from Jackson county,
consisting of E. V. Carter of Ashland,
W. Hi Gore of Medford and County
Judge Gardner fnd Commissioners
, Owens, and .Owen appeared to urge
the construction ot the Eagle Point;
and Blue Ledge roads and the Green
Springs, mountain road. A tentative
agreement was reached with Jackson
county delegation to cooperate on the
road frotn Ashland to Klamath Falls
on ,E 0-50 basis. , ,ri .

Among the forest ' projects for
highways to be built on a co-operative
basis by the state and federal
government, decided upon finally by
the state highway commission here
late yesterday were the following: '.
Medford-Klamath Falls " (Anna
Creek section) 3.5 miles, grading to
cost $10,000. . Bids will be opened
in April. ,
Medford-Klamath Falls (Jackson
. county) on the Crater Lake road, 22
miles of grading to be done from
: Prospect to the boundary of the nat
ional forest, where the road will con
nect with the road in the park to the
lake. ' The Job is estimated at 1237.
000,. with Jackson county , to pay
$3500 and. the state and forestry de
partment $121,250 each. This leaves
45 miles between Medford and Pros
pect to be Improved, possibly as a
post road project at least part ot the

with the -Beaver Portland Cement
company of Gold Hill -for 60,000 bar
rels.. The reason for the reconsider
ation was that the commission dis
covered that this company offered to
furnish cement at a much lower rate
than the prevailing market rate and
gave other evidences of not being a
member of the cement trust. . '" ,
. According to the schedule ot the
contract, cement will be delivered at
Portland for $2.26 a barrel. The pre
vailing rate is $2.59, or 33 cents
more.' -At other points in the state
the difference ranges from 18 to 71
cents per barrel. -., -
In awarding a contract for pav
ing between Adams and Athena yes
terday the state highway commission
met the royalty on patented pave
ments issue by stipulating with the
contractor that the sum of $10,000
would be withheld until the validity
of the. patent was adjudicated. In
the event it should be held valid the
state , is to pay to the contractor the
amount withheld. If invalid the state
is to retain the money. , ' ,','..
In the letting of future contracts
contractors will be notified thafthey
are not to include a royalty item in
making up their bid. If the validity
of patents is sustained, the state will
pay the royalty. '.' ; '
The Adams-Athena contract was
awarded to the Warren Construction
company, whose bid on bitullthlc
pavement was $170,085.' .

$46,430. The type ot pavement sel
ected was a non-patented asphalt !c
concrete. A petition from a number
ot cttliens of the county asked tor
bitullthlc. The bid ot the contractor
on this type waa $48,49$.
lNur Contracts Awarded .
The state highway commission yes
terday awarded four contracts for
grading and macadamising at an
estimated -cost of approximately
$250,000 and started, plans to call
for bids at Its May meeting for 91
miles of Improved highway, including
70 miles ot pavement.
In addition 'the commission, an
nounced the location of the West
Side Pacific highway between Forest
Grove and Corvallls and the Capitol
highway between Newberg and Mc
Mlnnvllle. thus settling long standing
differences of opinion as to where
the roads ought to go.
. Pacific Highway Routed
It has been decided that the Pacific
highway route shall be from Forest
Grove, by way of 5aston. North Yam
hill, Carlton. McMinnville, Amity.
Rickreal. Monmouth to Corvallls.
Both- Independence and Dallas will
be on the spur. !
- As a compensation the post road
project from -West 'Salem will be ex
tended to Dallas, making a paved
road from Dallas to Salem. ' ' -r
Between Nawberg and. McMinnville
the location decided on. was the La
Fayette route,- which' it Is claimed
will be the least expensive to. con
struct, owing to the fact that a great
er length of city pavement will con
nect with it at' McMinnville.
. The commission also adopted the
present road between The Dalles and
Chenoweth creek as a part ot the Co
lumbia river highway. Between Sher
idan and -Wlllamlna the present trav
eled road was accepted as. the per
manent route ot the Tillamook high
way, .v . v

A contract for 10,000 tons of as
phaltum was divided between the
Standard and the Union oil compan
ies, 60 per cent to the former and 40
to the latter. Both bids were the

The engineer was Instructed to
prepare plans and specifications for
the following projects to bo next
taken up by the commission:
. . Paving from Rickreal to Mon
mouth, with an extension to Indepen
dence; paving from Amity, south to
railway crossing in Holmes gap.
Paving between Sheridan and Mc
Minnville; paving between Hillsboro
and Gaston; paving 20 miles in Co
lumbia county, between Deer Island
and Clatskanie; .grading between
Bcappoose and Deer Island; paving
between Multnomah county line to
Hood River, -18 feet wide. : ';
' Engineers' Salaries Increased
The salary of Engineer Nunn was
increased to $400 a month and from
6 to 10 per cent Increases authorized
for his assistants.
It was ordered that hereafter all
advertising for blthv' on pavement
should state that contractors should
not. in making their bids: Include
royalty obarge on patented pavement.
If it is held that the patents are valid
the state -will pay the royalty In ac
cordance with the law recently en
acted.' ' ' .;
. The commission order -plans and
specifications for 'a number of new
projects. . These include the paving
of the Canyon road from the Multno
mah county line to Beaverton, in
Washington county. In return for
this, Multnomah county has agreed
with the commission to. pave the gap
between Bertha and the, Washington
county lino, connecting with a. contract-previously
let by f the state.
The state iwlll advance Multnomah
county $40,000, which is to be reim
bursed by the county next-year.- y No

mado In this year's county budget.
; ' Other Projects Decided On

with the county and federal govern
ment under the post road act; paving
from Eugene to Goshen and from
Roseburg to .Wilbur.
Preparations were also made to be
gin the work of grading from Camas
in Douglas county to Coqullle, a dis
tance of about 18 miles. A pecon-
nalssaqce survey between Dufur and
Madras was ordered with the view of
ultimately extending the survey to
Klamath Falls.
A delegation from Tillamook coun-
ty was assured that it was the inten
tion of the commission to follow the
law and pave 20 mlleB in that county
as soon as conditions would permit.
The commission would also cooperate
as far as consistent in the event the
county passed a bond Issue for road

for the speedy construction ot the
Pacific highway work In the. county
already planned and forthe proposed

One of. the main purposes ot the
visit was to take up again with the
state highway commission the new
highway construction work already
approved by the commission in the
absence from the state of Simon Ben
son the chairman ot that body. With
Mr. Benson present and giving his
unqualified endorsement 'the com
mission reaffirmed its decision on
Jackson county work. . v i'

that it would let the contract for the
construction of the new highway sec
tion between Central Point and the
Gold Hill bridge on AprU 15. and that
as soon as the weather, permitted the
work ot paving the highway over the
Sisklyous would be commenced. Bids
tor grading and paving of the high
way between Ashland and the foot ot
the Sisklyous would soon be call for.
It was also announced, and further
that soon Would be Issued a call for
proposals for grading construction
ot the highway between Ashland and
Klamath Falls over Green - Spring
mountain, and' that"tha Jennv creek
section, which Is the hardest part of
this road, will be - undertaken first
and would be' completed this year.
The Jackson county men then put

Outlook Favorable
While the highway-commission lias
taken no-formal action as yet ba the
two proposals its members Informal
ly expressed their approval, and En
gineer Hewes not only regarded the
proposals with favor but stated that
there was no doubt of the govern
ment aid being forthcoming if the
highway commission endorsed the
projects. i -
Furthermore, a telegram was re
ceived by the commission yesterday
from Senator McNary -at Washington
with' regard to the Medford to Pros
pect section of the Crater Lake road,
saying that the government bureau
of public roads is willing to do its
part If the project is designated by
the state highway commission. Sec
retary Steele of the Medford Com
mercial club received a similar tele
gram from Secretary McNary,
