instance of the government in developing minerals needed
during the war. It required a long, hard fight in congress
to push5 the measure through heore adjourmnent but

No claims will be paid unless the expenditures were
made in good faith on property which contained chrome hi
sufficient .quantities to bq of commercial importance, and
these investments must have been made during the actual
period of the war April ,6, 1917 to Novemebr 12, 1918, 'in
legitimate attempts to produce no profits being allowed
and no speculative investui&nts recognized. The govern
ment retains the right of recovery ,on fraudulent settle
ments and. in determining the net losses, the values of
ores on hand and salvage of plant must be considered."
