this the executive will refuse to do

gress enacts. Inasmuch as tho army
and navy aro subject, to his com
mand, and to his command alone, tbe
president can always employ the mili
tary powor to coerce the congress.
By sondng his troops, to take posses
sion of tbo legislative, chambers he
can prevent the congress from sitting
and his physical control of the trea
sury enables' him to employ -these
military mercenaries to override this
legislative branch of the government.

states, and by giving all states equal

smaller states can completely coerce

. This constitution of tho United
States Is based upon the revolution
ary doctrine that tho people are cap
ablo of exercising self-control In po
litical affairs, that the several states
are capable of acting in good faith
toward one another, and that var
ious branches of the government are
capable of respecting the limitations
upon their own power and of having
due regard for the authority of other
branches of the government. And It
seriously proposes that the rights,
the liberties and tbo security of the
people be staked upon this theoreti
cal, impracticable and untenable co
venant which defies the whole exper
ience of mankind!

SPOKANE, Wash. Feb. 28. A
resolution declaring that all 'building
trades unions of this city will support
tbe local Painters' union In Its de
mand for a wage Increase from (6 to
$7 a day, effective tomorrow,- was
passed by the building trades council
comprising representatives of build
ing craft unions, at its meeting last
nlgbt. It was announced today by J.
N. INorthway, the secretary.
That no union painter will be
working tomorrow unless the de
mands aro met was the declaration
today of Thomas Slack, president of
the Painters' union, who said the
membership comprised 90 per cent
of the painters in the city.
