CHILD WELFARE.
THE most eonnltte child's' welfare code yet cuinpiled
is that, now iteiuling befoiv tlie Missouri legislature,
the result of nil effort to standardize children's laws. II
is the work of a special commission appointed for the pur
pose and contums.51 laws. i ' ; ' . ''.z '
, Tho eode provides fi.r support of children horn out of
wedlock; raises, the age of consent to Hi years; establishes
the marruigc age at 15; abolishes eonmlon law niarraiges;
provides for extradition of child desertei-s; provides for
jtunislnnent of adults responsible for child delinquency;
establishes a state home for dependent children; estab
lishes a bureau for mental defectives tit the University
of Missouri to serve courts, schools and institutions in ex
amination of defectives, and provides special classes in
public schools for feeble minded, deaf, blind and crippled
children. Marriage of feeble-minded and epileptics
would be. prohibited. ,
' The code's labor section prohibits employment of child,
ren under 14 in any occupation unless au employ ineut certificate-lias
been obtained, except. , during vacation pe
riods. Boys oyer 12 years and girls past 18 eouhl engage
in street trades if.lieensed and supplied with badges after
special examination. Ohildren under 16 could not he em
ployed moi-o than 8 hours a day or 48. hours a vfeek, and
chiidren under 21 could not work as. night messengers
Special permits would be required for children under 16
working under -ground,-on power machinery, or on, the
stage.1. ''-'.' : ' . ' ' .
Completion of the eighth grade would be necessary be
fore employment certificates were issued, and the. com
pulsory school attendance age would be raised to 10 un
less tlie child had finished the eighth grade. Poverty of
parents would not be grounds for school exempt iofi. -
The state board of health would -have charge of a di
vision of child hygiene and would' regulate conditions and
provide physical examination. Such authorities would be
required to open schools for public meetings or commu
nity purposes. ; ; '' ' '
:The county superintendent of public welfare would be
charged with'adininistration of the laws and, with his as
sistants, would act as probation, attendance and parole
officers for children.
. The nation is awakening to; the necessity of looking
after the child to insure the welfare of tho adult. No na
tion can iong prosper that neglects the children and per
mits their exploitation. Thev are the countrv's most val
uable and hitherto most neglected asset for upoiMhem de-i
ponds the iuturc. .Neglect of the children is a contribu
tary cause to the decay and deterioiiation of a
people and of a civilization and proper care of them is na
tional insurance.
TAILING THE
AN EFFORT was made to pass a bill in the Oregon leg
islature to establish double election boards, one to
count while the votes are: east, so that the result of an
election will be known within a few hours after tlie closing
of the polls, but the statesmen of the sonave' promptly
killed the measure. That Oregon should act quickly in
an up-to-date fashion was .against their principles, and
they desire to perpetuateMhe present system "whereby it
is frequently a week befflre the result of an election is
known. . '. " . i , , : '
: The double election bdard has been tried out in both
Kansas and West Virginia and proved a great success.
These states are among the first in the union to announce
the result. California, "Washington, Montana, Idaho and!
other Avestem states have similar measures pending and!
at the .next election, Oregon will probably have the jjroud
distinction of tailing the procession in election counts.
The proposed California law does not in any way af
fect the secrecy of the ballot, as the election officials and
attendants are under oath not to divulge the vote until the
poll is closed. The added expense ' is comparatively
